Private faculties lead to closure of the departments within state faculties<br />

Private universities “Mediterranean” and “Donja Gorica” have been opened. Their owners are Montenegrin<br />

businessmen Duško Knežević, and Tomo Čelebić and the Prime Minister Milo Đukanović, respectively.<br />

Interestingly, private universities open departments which are declared unprofitable and are being<br />

closed at state universities.<br />

A high increase in the unemployment of people who completed higher education recorded in the past<br />

few years is the result of significant increase in the number of secondary school students who enroll<br />

higher education institutions (now almost 80%). This is confirmed by the exiting trend in the decrease<br />

in the number of secondary school students registered in the unemployment records. From the academic<br />

year 2000/01 until the academic year 2014/15, the number of university students increased<br />

three times, whereas the number of graduated students increased 3.3 times on an annual basis. Interestingly,<br />

the share of the female student population amounted to 57% both in terms of studying<br />

and graduating in the academic year 2000/01. In the academic year 2014/15 this share fell to 53%<br />
