The government has tasked the Operational Team to work on the preparation of recommendations<br />

for improvement of this portal and later rejected part of the important conclusions of that<br />

body. Some of the key suggestions were a reduced requirement for number of signatures from<br />

6,000 to 3,000, which is appropriate to the levels of computer literacy, the level of the internet<br />

use, and the overall social and economic conditions in Montenegro, and extension of the deadline<br />

(from two to three months) by which it is necessary to collect signatures. The Platform “Voice<br />

of citizens” is not translated into Albanian or the Roma language, and does not give the opportunity<br />

to address local self-governments, while additional complications and searching of additional<br />

data distance citizens from the provision of support with petitions.<br />

Rejecting the most important suggestions, the Government did not show that it shared capacities<br />

of the Operational Team. In that manner, the current situation has not been resolved, in which<br />

the platform was stultified due to inadequate criteria. The fact that there were no active petitions<br />

on this portal for almost a year and a half, and that no petitions were submitted, best explains<br />

functionality of this instrument.<br />

Will such limitations and insufficiencies cause citizens to lose confidence and enthusiasm for<br />

similar future projects that will eventually be implemented in the frame of OGP? Does this implementation<br />

of the partnership fulfill final goals for which the platform was initiated?<br />
