REHABILITATION AND EMPLOYMENT OF DISABLED PERSONS<br />
Objects in public use not adapted<br />
to persons with disabilities<br />
Accessibility is the precondition for inclusion of persons with<br />
disabilities in society and it permeates through all other<br />
spheres of life. According to research on persons with disabilities<br />
and the Ministry of Sustainable Development and<br />
Tourism, no object in official use in Montenegro is fully<br />
adapted to persons with disabilities and is in accordance with accessibility standards that are prescribed<br />
by the Law on Spatial Planning and Construction and the Rulebook on Conditions and Manner<br />
of Adapting of Objects for Access and Movement of Persons with Disabilities. The first college<br />
adapted to the needs of persons with disabilities was the Faculty of Law in Podgorica (therefore<br />
the Faculty of Political Sciences) where a vertical hydraulic elevator was built according to valid<br />
European standards; a toilet for the needs of persons with disabilities, and an access concrete<br />
ramp and sloped sidewalks were built as well.<br />
When it comes to the education system, introduction of inclusion resulted in changes in the manner<br />
of work with children for whom the inclusion was intended. They started to attend the regular system<br />
of education, and different systems of support change every year. An important segment of<br />
the rights of persons with disabilities is related to their right to make decisions on parenthood. The<br />
first empiric research on rights of persons with disabilities to parenthood was conducted during<br />
2014. The goal of this research was to obtain a general picture about the achievements and experience<br />
of persons with disabilities in the role of parents and their needs.<br />
All rights guaranteed on the paper<br />
At the end of 2007, the Government of Montenegro adopted the Strategy for Integration of Persons with<br />
Disabilities in Montenegro (2008-2016). This is the first strategic document that analyzed the current situation<br />
of persons with disabilities with the measures that had to be undertaken in order to improve the status<br />
of the above mentioned population. Two years later, the Convention of the United Nations on Rights of Persons<br />
with Disabilities was ratified. The goal of this convention is to promote, to protect, and provide full and<br />
equal enjoyment of all human rights and fundamental freedoms to persons with disabilities and to promote<br />
respect of their inherent dignity. Last period, national legislation was harmonized with the convention but<br />
there is a lot of space for harmonization and the biggest challenges are in law implementation.<br />
