ELECTIONS IN MONTENEGRO<br />
Lack of confidence in<br />
electoral process<br />
Since the recovery of independence, five national elections have been<br />
held in Montenegro: three parliamentary elections and two presidential<br />
elections.<br />
Parliamentary elections 2006<br />
Twelve electoral lists participated in the first parliamentary elections held after the recovery of independence,<br />
on September 10, 2006. Eight electoral lists managed to win a sufficient number of votes<br />
to enter the parliament. A total of 345,757 voters voted.<br />

The OSCE / ODIHR mission assessed that the election process mainly took place in line with the commitments<br />
undertaken by the OSCE and other international standards for democratic elections, although<br />
a number of repeating challenges is still to be responded to. The Centre for Democratic<br />
Transition (CDT) criticized the lack of readiness of the authorities to incorporate good practices and<br />
procedures determined in the referendum on independence into the electoral legislation.<br />
