access to protection of environment
According to trends of more environmental segments, such as the
quality of air or waste management, wastewater, wild fauna, protected
areas, or areas that have the potential to survive, it may be
concluded that decision makers have not placed this important
area for quality of life at the top of priorities. This may be considered
absurd, especially when Montenegro is declared an ecological
state by its constitution.
After decades of insisting on industrial development, which implied exploitation of natural resources,
after the collapse of SFR Yugoslavia and joint market, devastated areas have stayed,
which have to be reconstructed and consequences mitigated in the best possible manner. Also,
due to the decades long economic crisis and the period of transition, the culture of living has largely

changed. The populace has
created bad habits such as illegal
construction of uncontrolled
waste disposal, use of
“filthy” fuel for heating, illegal
forest cutting, uncontrolled exploitation
of rivers material,
and poaching, which is—jointly
with the lack of efficient and
un-selective implementation
of valid laws in the part of
sanctioning of committers—
still one of the consequences
of inadequate ma na gement
of institutions of the system.
