Facts<br />
Report of the Ministry for Human and Minority Rights: Minorities are still<br />
insufficiently represented in public bodies and institutions, especially at<br />
managing positions.<br />

The National Audit Institution<br />
found a number of irregularities<br />
in the work of the Fund for<br />
the Protection and Exercising<br />
of Minority Rights. Members<br />
of the Managing Board officially<br />
indicated a number of irregularities<br />
while the Progress Report of the European Commission, among rare institutions,<br />
mentioned the Fund’s functions in a negative context. It is well known that the Fund functions through<br />
a conflict of interests and that some members of the Managing Board approve funds for their organizations,<br />
and in specific cases receive up to five honoraria payments for different functions. That the<br />
money is easily spent proves the fact that the Director of the Fund drives luxury and expensive sport<br />
vehicle. A specific problem in the work of this institution is that it does not support multiethnic projects.<br />
Annually, the Fund spends almost a million euros on allocations and administration. Although the<br />
Administrative Court annulled four decisions on allocation of the Fund for protection and exercising<br />
of minority rights, after the initiative of Civic Alliance, there were no sanctions for non-execution of<br />
court decisions. The last allocation of funds is also under the court procedure.<br />
