Evaluation of NPAM 4 , that was published in March 2015,<br />

stated that NPAM, as the strategic document, had very limited<br />

impact in terms of prioritization and raising of youth issues<br />

in the focus of other resources. What especially<br />

concerns is the fact that the Youth Council, established by<br />

the Government of Montenegro, stated in its internal evaluation<br />

5 that “because of lack of planning and estimation<br />

of real capacities of institutions that implement NPAM after<br />

its adoption, occurred vacuum and discontinuity in its implementation,<br />

or lack of mechanisms for overcoming of<br />

new obstacles.“<br />

Not any document that is concretely related to youth policy<br />

has been adopted from 2011 until 2016, at the national level.<br />

At the end of 2015, the Working Group for Development of<br />

New National Strategy for Youth was established, and adoption<br />

of the strategy is expected at the end of the year.<br />

Towards good quality of implementation of youth policy<br />

at the local level, NPAM required fast localization or development<br />

of local plans for youth action. International<br />

organizations recommend that except national, proactive<br />

youth policies should be developed at the local<br />

level. It was envisaged that local youth policies should<br />

respect recommendations of NPAM, but also specificities<br />

of the concrete community and needs of its youth.<br />

What especially concerns is the lack of legal regulations at<br />

for development of a law, whose final draft passed public<br />

Board for Education, Science, Culture, and Sport, and its<br />

adoption at the Parliament of Montenegro, proposed by this<br />
