OVERVIEW BY THE ACCOUNTING OFFICER Mr L.D. Tsotetsi Acting CEO Maintenance and improvement of Governance Structures “ Governance arrangements that are existing at the Board have been maintained throughout the year. Adherence to best practice, legislation, policies and procedures and internal controls and sound financial management remains important and measures will be continued to be pursued to continually improve on them. ” This annual report reflects on the performance of the Municipal Demarcation Board (“the Board”) against pre-determined objectives, as well as challenges encountered by the Board in the 2011/12 financial year. The report contains a summary of the Board’s Strategic priorities and objectives for the period under review. We also provide details of Financial Statements and the Oversight Report as required in terms of the Local Government: Municipal Demarcation Act (No 27) of 1998, and the Public Finance Management Act (No 1 as amended by No 29) of 1999. CONSISTENT PURSUANCE OF THE BOARD’S MANDATE The Board has once again been impeccably consistent in pursuing its Constitutional mandate in terms of the Local Government: Municipal Demarcation Act (No 27) of 1998, and the Local Government: Municipal Structures Act (No 118) of 1998. Our emphasis has been on: RE-DETERMINATIONS PROJECT The MDB follows two broad cycles between local elections. Immediately after local government elections municipal boundaries are reviewed. This first cycle takes around two years. After the review of municipal boundaries wards are delimited for the next local elections. This second cycle takes around 18 months. Elections were held on 18 May 2011, and the review of municipal boundaries commenced in June 2011. The 2011/2012 financial year was marked by indepth consultation with municipalities, traditional leaders, the provinces, and other stakeholders on possible boundary changes. Stakeholders were also requested to submit new proposals for the redetermination of municipal boundaries. In total over 1000 proposals will be considered by the MDB. The majority of these cases are minor technical alignments (Type A re-determinations), while some (Type B) are more significant, while others (Type C) are proposals for major configurations to municipal boundaries such as the amalgamation of municipalities, and the demarcation of new cat- MUNICIPAL DEMARCATION BOARD - Annual Report 2012 6
