MESSAGE FROM THE CHAIRPERSON Mr L.J. Mahlangu Chairperson “ The Board’s vision is the full realisation of Constitutional and local democracy in South Africa characterized by functional and viable municipalities, spatially configured so that its boundaries and wards covers the whole territory of the Republic, including productive and inclusive metropolitan municipalities, sufficiently and optimally capacitated district and local municipalities which are supported by sound local government system. ” The raison d’être of the Municipal Demarcation Board (MDB) remains the transformation of spatial arrangements in South Africa by systematically undoing and reversing the apartheid geography, and the promotion of local democracy. In the past twelve years of its existence, the MDB has been able to achieve significant milestones in its historic mission, the first of which was the rationalisation and integration of racially divided and fragmented local government structures into the current system of local government, characterised by wall to wall municipalities. The establishment and delimiting of the first ward arrangement, based on the principle of electoral equality, marked the beginning of deepening democracy at the local level. The other significant achievement was the creation and subsequent dis-establishment of district management areas, and that ensured a much more consistent application of legislation across all categories of municipalities. The further categorisation of two additional secondary cities into category A (Metros) municipalities signified the recognition of the growing challenge and opportunity of urbanisation in South Africa. In terms of the current legislation, it is the metro’s that are best equipped to deal with urbanisation and growth at local level. The focus of the Board, will be much more on the refinement of these boundaries and the sustainability and viability of the current municipal structures. In the last quarter of 2011/2012 financial year MDB issued a circular, Circular 1/2012, which kick-started the outer boundary review process. The Circular 1/2011 was followed by Circular 2/2011, where further elaboration and differentiation of redetermination was outlined. The possible outcomes of the boundary review process may be the re-alignment and adjustment of boundaries; consolidation of certain municipal areas, and mergers and amalgamation of two or more municipalities. This process may also result in the re-categorisation of certain municipalities. The MDB has received a number of proposals and submissions from a cross-section of stakeholders on all types of boundary changes.
