86 Treatment of Diplomatic Representatives.<br />

Embassy and the square is one clear proof of the criminal<br />

connivance of the government. As early as n o'clock the<br />

German officials had spoken with the American chargé d'affaires<br />

who declared that he had already asked the Foreign Office<br />

for protection. The Austrian-Hungarian Ambassador at i<br />

o'clock called the attention of M. Sasanoff to these unheard of<br />

proceedings on the part of the populace, but received the<br />

incredible answer: "Ils ont cassé quelques vitres," This frivolous<br />

remark is illuminated in the findings of the American Embassy :<br />

"The German Embassy was completely wrecked by the mob,<br />

not a single article of furniture being left undestroyed." This<br />

heroic act on the part of the Russian Government may best<br />

be characterized by the famous words of Roman Dmowski:<br />

"The Russian people have many good qualities, but the government<br />

is an Asiatic one."<br />

The ambassadorial privileges and exemptions according to<br />

all universally accepted legal opinions, extend also to the<br />

other members of the embassies, especially the secretaries,<br />

dragomans, and others. The guaranty afforded by international<br />

law also covers the buildings of the embassy, and in particular<br />

the archives of the diplomatic mission in question—even in<br />

times of war. The buildings of the consulates and their archives<br />

are also to be held inviolate.<br />

The wrecking of the Embassy, the murder of one of its<br />

officials, the arrest of the other, are not only serious crimes<br />

under the penal code, but are most flagrant examples of an<br />

outrageous trampling upon the law of nations. These shocking<br />

wrongs cry to heaven for vengeance. They almost cause one<br />

to despair of ever again restoring the respect of mankind for<br />

international law. It is through actions such as these that<br />

"civilized" Great Powers, and "Christian" states sink to the<br />

level of negro republics and African negro communities.<br />

The outbreak of war between the state that sends the<br />

ambassador and the state that receives him, leads, it is true,<br />

to a suspension of diplomatic relations, but persons and property<br />

remain as before inviolable. Of course no belligerent<br />

state need tolerate the diplomatic mission of its opponent upon<br />

its own territory, it may also demand that its staff take its<br />

departure, but the immediate arrest of persons who have been
