Israel contributed a total of approximately US $15 million to UNRWA between 1950 <strong>and</strong> 2006. In recent years, including the<br />

period of 2003–2006, Israel has not contributed to UNRWA’s budget. 92 Recent assessments suggest that Israel in fact benefits<br />

financially from international humanitarian operations in the 1967-occupied <strong>Palestinian</strong> territory. Contribution from NGOs <strong>and</strong><br />

others amount to 2% of UNRWA’s budget.<br />

<strong>Refugee</strong>s themselves also contribute to help cover the costs of UNRWA operations. In all areas except the occupied Gaza Strip,<br />

nominal contributions at prescribed rates are collected from pupils <strong>and</strong> trainees on a voluntary basis to improve Agency facilities<br />
