Survey of <strong>Palestinian</strong> <strong>Refugee</strong>s <strong>and</strong> Internally Displaced Persons (2006-2007)<br />

Annual commemorations of the <strong>Palestinian</strong> Nakba each May have seen growing public participation <strong>and</strong> media attention in<br />

the post-negotiations era, <strong>and</strong> a call <strong>for</strong> early preparation <strong>and</strong> co-operation <strong>for</strong> the 60 th anniversary of the <strong>Palestinian</strong> Nakba in<br />

2008 has found support <strong>and</strong> raised interest not only among <strong>Palestinian</strong>s, but also among civil society in Israel <strong>and</strong> abroad.<br />

On 9 July 2005, the first anniversary of the ICJ Advisory Opinion on Israel’s Wall in the OPT, over 170 <strong>Palestinian</strong><br />

civil society organizations <strong>and</strong> networks in the OPT, Israel <strong>and</strong> the exile community issued a call <strong>for</strong> a global<br />

Boycott, Divestment <strong>and</strong> Sanctions (BDS) campaign against Israel until it complies with international law, <strong>and</strong><br />

(1) ends its occupation <strong>and</strong> colonization of all Arab l<strong>and</strong>s <strong>and</strong> dismantles the Wall; (2) recognizes the fundamental<br />

rights of the Arab-<strong>Palestinian</strong> citizens of Israel to full equality; (3) respects, protects <strong>and</strong> promotes the right of<br />

<strong>Palestinian</strong> refugees to return to their homes <strong>and</strong> properties as stipulated in UN resolution 194. 81<br />

“I want to go to Palestine as a <strong>Palestinian</strong> citizen who has rights, <strong>and</strong> who knows that she has a l<strong>and</strong> with people around her<br />

who feel her pain. I don’t want to be a stranger in Palestine. This is an important issue. I want to go there as a <strong>Palestinian</strong><br />

citizen recognized by everyone. I don’t want to face problems with the Authority treating me like a third-class citizen. I don’t<br />

want to face cultural problems with internal <strong>Palestinian</strong> society. I have had enough with the special status thing. I don’t want<br />

to have special status. I want to be a normal citizen in my country who exercises her rights there.”<br />

Inspired by the campaign against apartheid in South Africa, numerous BDS motions <strong>and</strong> activities were launched in<br />

2006 by student bodies, churches, unions, political parties, community organizations <strong>and</strong> solidarity committees in<br />

various countries, including Belgium, Canada, Irel<strong>and</strong>, the Netherl<strong>and</strong>s, Norway, Scotl<strong>and</strong>, South Africa, Sweden,<br />

Switzerl<strong>and</strong>, the United Kingdom <strong>and</strong> the United States, 82 as well as in Israel. 83 While all these initiatives call <strong>for</strong><br />

boycotts, divestment <strong>and</strong>/or sanctions in order to end Israel’s occupation of the West Bank <strong>and</strong> the Gaza Strip, not<br />

all of them include an explicit dem<strong>and</strong> <strong>for</strong> implementing the right of return of <strong>Palestinian</strong> refugees.<br />

In 2006, the National Committee of the Heads of the Arab Local Authorities in Israel published a proposal<br />

dem<strong>and</strong>ing that the status <strong>and</strong> relationship of <strong>Palestinian</strong> citizens of Israel to the state be re-defined. The Future<br />
