Population Numbers, Distribution <strong>and</strong> Characteristics<br />

registration files <strong>for</strong> those <strong>Palestinian</strong>s displaced inside Israel became inactive in June 1952, when the Agency transferred the<br />

task of assisting IDPs to the government of Israel. 13<br />

In 2006, UNRWA issued new consolidated eligibility <strong>and</strong> registration instructions. These extend services to the children of<br />

registered refugee women married to non-refugees. 14 In 2006, 90,446 such children were enrolled in this new category, mainly in<br />

response to the humanitarian crisis in the OPT. They are, however, not registered as refugees in UNRWA’s registration records.<br />

In general, UNRWA registration records do not include:<br />

1. <strong>Refugee</strong>s displaced in 1948<br />

a. who failed to meet the definition of “Palestine <strong>Refugee</strong>”;<br />

b. who were outside the areas of UNRWA operation (<strong>and</strong> have not filed <strong>for</strong> registration under UNRWA’s 1993 revised<br />

eligibility criteria);<br />

c. who were dropped from the records owing to financial constraints limiting the number of relief recipients;<br />

d. who are descendants of refugee mothers <strong>and</strong> non-refugee fathers;<br />

e. who had an independent income or property (<strong>and</strong> have not filed <strong>for</strong> registration under UNRWA’s 1993 revised<br />

eligibility criteria);<br />

f. whose status improved to the extent that they no longer met eligibility criteria (prior to the 1993 revision of eligibility<br />

criteria);<br />

g. who refused to register <strong>for</strong> reasons of pride.<br />

2. <strong>Palestinian</strong>s displaced <strong>for</strong> the first time in 1967.<br />

3. <strong>Palestinian</strong>s who are not 1948 or 1967 refugees, <strong>and</strong> are unable (due to revocation of residency, deportation, <strong>and</strong> so on) or<br />

unwilling (owing to a well-founded fear of persecution) to return to the OPT.<br />

4. Internally displaced <strong>Palestinian</strong>s in Israel <strong>and</strong> the OPT.<br />

The Office of the UN High Commissioner <strong>for</strong><br />

<strong>Refugee</strong>s (UNHCR) maintains records of <strong>and</strong><br />

statistics on <strong>Palestinian</strong> refugees who fall within the<br />

m<strong>and</strong>ate of the Office, are outside UNRWA’s area<br />

of operations, <strong>and</strong> are eligible <strong>for</strong> protection (see<br />

Chapter Four). Registration with UNRWA <strong>and</strong> the<br />

UNHCR are not mutually exclusive; i.e., <strong>Palestinian</strong><br />

refugees outside UNRWA’s area of operations may<br />

be registered with both. Data reported by UNHCR<br />

country offices generally reflects the view of the<br />

host country, <strong>and</strong> their statistics are provisional <strong>and</strong><br />

subject to change.<br />

In general, the UNHCR has registered only a<br />

very minor portion of the <strong>Palestinian</strong> refugee<br />

population – which is almost equal in size<br />

to the total number of UNHCR-registered<br />

Convention refugees. At the end of 2006,<br />

approximately 341,000 <strong>Palestinian</strong> refugees were<br />

registered with the UNHCR as a population of<br />

concern. The majority resided in Saudi Arabia<br />

(240,000), Egypt (70,300), Iraq (22,700), <strong>and</strong><br />

Libya (8,900). 15 In 2006, UNHCR assisted<br />

198 refugees in Egypt, 15,000 in Iraq <strong>and</strong> 16<br />

in Saudi Arabi in 2006. 16<br />
