6. Conclusions<br />

All in all, the reformed st<strong>and</strong>ard definition for drug offences worked very well.<br />

Especially, it was very helpful to explicitly list the items “consumption” <strong>and</strong> “possession<br />

of small quantities” on the include list in order to get an idea in which<br />

countries these forms of behavior can be included <strong>and</strong> in which they are excluded,<br />

normally due to the fact that they are not considered an offence. Some countries<br />

were also able to provide limits for the definition of a small quantity (see above,<br />

table E.4).<br />

Although only some countries were able to provide data on aggravated drug<br />

trafficking, still these data are very useful especially with respect to this study,<br />

since we were able to get detailed information on the different aggravating circumstances<br />

for drug trafficking in the responding countries (see tables E.5 <strong>and</strong><br />

E.6). As these tables also show, most countries have such aggravating circumstances<br />

according to their law, many even multiple. Still, only few countries seem to<br />

be able to provide separate data for the aggravated cases.
