addition, it should be clarified that it is useful to deal with final decisions, wherever<br />

this is possible; basically, it is needed to ask precisely what the nature of the<br />

data we are getting is.<br />

The main question was whether the ESB should collect correction data or<br />

whether it should utilize data provided by SPACE. The existing overlap between<br />

Sourcebook <strong>and</strong> SPACE questionnaires may have pernicious side effects. The<br />

group was somewhat reluctant to give up its network of national correspondents.<br />

The two questionnaires are not identical; the timetables may also differ. The group<br />

decided to keep the questionnaire for chapter four of the Sourcebook, improving<br />

definitions with the help of SPACE I work. For alternatives to prison, one would<br />

need to draft a short questionnaire based on SPACE II work. It was also decided<br />

to collect information on (a) the number of inmates who have been in pre-trial<br />

detention (flow) <strong>and</strong> (b) the number of persons under pre-trial detention (stock) at<br />

the corrections level (also see chapter L).<br />

The group decided as far as possible not to duplicate SPACE work <strong>and</strong> also<br />

refrained from collecting data on community sanctions <strong>and</strong> measures or probation.<br />

This had already been tried in the 2nd edition questionnaire, but not very<br />

successfully. In order to reflect the complex reality of community sanctions <strong>and</strong><br />

measures <strong>and</strong> probation across Europe, an in-depth study on that topic would be<br />

very useful. Still, several changes were introduced in the corrections chapter,<br />

namely it was tried to collect more differentiated data on certain groups of prisoners.<br />

Also, it was tried for the first time to collect data on the effective length of term<br />

served by convicted prisoners. In the convictions chapter, only data on the length of the<br />

sentence imposed by the court is collected. Changes, e.g. due to conditional release<br />

from prison, are therefore not taken into account in that section.<br />

2. Trial questionnaire <strong>and</strong> evaluation<br />

The group finally agreed on a version that was piloted in the trial questionnaire. It<br />

read:
