that they are held in prisons in connection with an offence while the administrative<br />

authorities make a decision about their residence status, or that the country<br />

considers that each person deprived of freedom should be included in their penal<br />

statistics.<br />

As a conclusion, any questionnaire on prison population should include subsidiary<br />

questions about the inclusion or exclusion of the categories mentioned<br />

above <strong>and</strong>, whenever possible, about the number of persons that fall under each<br />

of these categories. Thus, it would be possible to adjust the total prison population<br />

of the different countries, by adding or subtracting these categories, in order<br />

to make comparisons possible.<br />

The evaluation of the trial questionnaire, however, made clear that data for the<br />

full breakdown of the different categories were not available for many countries.<br />

But to underst<strong>and</strong> the total, the respective definitional table on what is included in<br />

prison was of course kept. Results for the different countries are listed in table<br />

N.1.
