The final questionnaires for Moldova, Romania <strong>and</strong> Slovenia were received after the<br />

end of the project phase. Therefore, it was not possible to evaluate these questionnaires<br />

for the AGIS report. They are also covered here; data on these countries<br />

are included in the 4 th edition ESB. For Luxembourg the group was not able to<br />

find a correspondent. Therefore, a questionnaire from Luxembourg was also not<br />

received during the project phase.<br />

For France, the definition parts of the questionnaire were only filled in during<br />

the trial phase. Due to some differences between the trial <strong>and</strong> final questionnaires,<br />

France is not included in the tables regarding the evaluation of definitions in the<br />

final questionnaire. However, the French responses to questions on definitions can<br />

be found in the trial parts. Regarding data availability, France was also considered<br />

in the evaluation of the final questionnaire.<br />

Since France <strong>and</strong> the Netherl<strong>and</strong>s did not return the additional questionnaire,<br />

their responses from the trial phase were evaluated instead, as far as possible.<br />

Where this was not possible, data on France <strong>and</strong> the Netherl<strong>and</strong>s are missing in the<br />

tables.<br />

The correspondent for Malta quit during the project phase. Time was too<br />

short to find a substitute for him. For some other Council of Europe countries<br />

the ESB group was unable to find a correspondent during the whole project phase<br />

although the group made every effort to find persons willing <strong>and</strong> able to do the<br />

task. This is true for Azerbaijan, Bosnia <strong>and</strong> Herzegovina, Norway, TFYR Macedonia,<br />

Montenegro <strong>and</strong> Serbia. Also, small countries (Andorra, Liechtenstein, Monaco, San Marino)<br />

were – like in all other ESB editions – not covered.<br />

Data in this book are mainly presented as they were in the moment the project<br />

report was sent to the European Commission (beginning of February 2009).<br />

However, in some cases further validation after January 2009 brought some<br />

changes in definitions or data availability. These changes have also been considered<br />

for this publication. Therefore, results might differ in some cases from the<br />

results in the (unpublished) original version of the AGIS report. All data have<br />

been validated. However, there are some responses from national correspondents
