O. Data on EU Citizens<br />

As an overarching issue, the project also aimed at collecting data on aliens stemming<br />

from other EU countries on all levels of the criminal justice process. In all<br />

tables that collected information on the rate of aliens among suspects, convicted<br />

persons or prison population, both the trial <strong>and</strong> final questionnaire asked for data<br />

on the sub-category “of which: EU citizens”.<br />

Data evaluation of the final questionnaire showed that on all levels of the<br />

criminal justice process data availability on EU citizens was very poor:<br />

shows that, while 24 countries were able to provide data on the total of suspected<br />

offenders for criminal offences total <strong>and</strong> 20 also provided data on aliens, only 10<br />

countries were able to provide the number of EU citizens among aliens. The<br />

situation for table 3.1.2 (Number of females, minors <strong>and</strong> aliens among convicted persons in<br />

2006) was even worse: 31 countries reported the total, 15 the number of aliens<br />

<strong>and</strong> only 7 the number of EU citizens among aliens.<br />

In the corrections chapter, data on aliens was asked for in tables 4.1.1 (Prison<br />

population [including pre-trial detainees]: stock), 4.1.2 (Prison population [including pre-trial<br />

detainees]: flow) <strong>and</strong> 4.2 (Convicted prison population by offence on 1 September 2006). While<br />

32 countries provided an amount for the total stock in table 4.1.1 <strong>and</strong> 26 provided<br />

the number of aliens, only 11 were able to provide the number of aliens from<br />

other EU countries. Also, 20 countries were able to provide the number of aliens
