Prison Population<br />

Pre-trial detainees: Persons held in penal institutions while a final court decision concerning<br />

their case has not been reached yet<br />

Indicate whether ‘included’<br />

or ‘excluded’<br />

Include the following:<br />

Untried detainees (i.e. no court decision finalized yet)<br />

Convicted but not yet sentenced detainees<br />

Sentenced detainees who have appealed or who are within<br />

the statutory limit for doing so<br />

4.2 Data<br />

STOCK<br />

This means the number of prisoners under the responsibility of the prison<br />

administration at a given date (1 September). If data are not available for this<br />

date, please specify the date chosen or give the average for the year.<br />

FLOW<br />

This refers to the number of entries into penal institutions during one year.<br />

For example, an offender who is committed to prison four times in the same<br />

year will be counted as four entries.<br />

Flow<br />

Exclude the following:<br />

Entry following a transfer from one penal institution to another in<br />

the same country<br />

Entry following the detainee’s removal from the institution in<br />

order to appear before a judicial authority (i.e. investigating<br />

judge, court)<br />

Entry following a prison leave or a period of absence by permission<br />

Entry following an escape, after re-arrest by the police<br />

Indicate whether<br />

‘included’ or<br />

‘excluded’
