With<strong>in</strong> <strong>Mali</strong> a push came from the political level, which wanted the<br />

community to benefit rapidly from the new policy. The government was<br />

committed to atta<strong>in</strong> its objectives <strong>in</strong> a national and <strong>in</strong>ternational context. It<br />

wished to demonstrate the progress achieved <strong>in</strong> this direction and to<br />
