The persist<strong>in</strong>g problem of <strong>in</strong>tegrat<strong>in</strong>g vertical programmes<br />

The new policy was not implemented all at once; the old vertical<br />

programmes cont<strong>in</strong>ued to operate, and others were even added to them<br />

(e.g., dracunculiasis and distribution of contraceptives at the community<br />

level). Officially this was supposed to be an <strong>in</strong>terim arrangement while<br />

wait<strong>in</strong>g for decentralization and progressive <strong>in</strong>tegration. The desire for<br />

seamless change concealed a range of problems; the reality was the status<br />

quo, or even a reversal.<br />

Confusion persisted concern<strong>in</strong>g the <strong>in</strong>tegration and effective<br />

decentralization of the services compris<strong>in</strong>g the MPS. None of the vertical<br />

programmes had begun an explicit transition. Hesitat<strong>in</strong>g to question<br />

methods of management and <strong>in</strong>tegration, programmes cont<strong>in</strong>ued to benefit<br />

from f<strong>in</strong>anc<strong>in</strong>g of external partners who were not always approv<strong>in</strong>g of the<br />

on-go<strong>in</strong>g process. Preoccupied with their programmes or specific projects,<br />

the latter were concerned about ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g an <strong>in</strong>fluential partner.
