USING THE LOCAL HIS AS ANCHOR<br />

The exist<strong>in</strong>g health <strong>in</strong>formation system (HIS) did what was expected of it: it<br />

transferred data required by the programmes to the central level. Decentralization<br />

imposed new demands on the HIS, <strong>in</strong>clud<strong>in</strong>g an emphasis on selfevaluation<br />

and help <strong>in</strong> decision mak<strong>in</strong>g at each level.<br />

In this way, the local HIS developed <strong>in</strong> step with the <strong>in</strong>itial<br />

experiences of the ComHC, without hav<strong>in</strong>g to abandon transfer of<br />

<strong>in</strong>formation to the higher level. In addition to support for regular activity<br />

reports, a variety of tools also took <strong>in</strong>to account resource management, and<br />

<strong>in</strong>cluded items such as schedules to aid smooth runn<strong>in</strong>g of the centre,<br />

centrales conjo<strong>in</strong>tes (DNSP - PSPHR - UNICEF - Partnenaires) de supervision des<br />
