Condiciones Sistémicas para el Emprendimiento Dinámico

El enfoque sistémico también considera
a aquellos factores que influyen
sobre la existencia de oportunidades
de negocios tales como las Condiciones
de la demanda, por ejemplo
el tamaño y dinamismo del mercado,
el perfil de las firmas que conforman
la Estructura empresarial y los
esfuerzos registrados en el campo de
la ciencia y tecnología, a los que el
ICSEd-Prodem denomina Plataforma
de ciencia y tecnología para la innovación
(Plataforma de CTI).
La conversión de los proyectos en
empresas, y su posterior desarrollo,
depende en buena medida de las
capacidades de los emprendedores.
Pero, además, es fundamental que
ellos puedan acceder a una oferta
apropiada de Financiamiento para
crear y hacer crecer el emprendimiento
(para etapas tempranas, para
expansión, capital de trabajo).
Otro factor clave es la existencia
de Capital social, es decir, de un
ambiente de confianza que facilite la
construcción de puentes para tejer
redes de contacto con otros actores
clave (empresarios, instituciones, etc.)
y el acceso a recursos que, de otra
manera, dificultarían la creación y
desarrollo del emprendimiento.
Por último, el proceso de emprendimiento
se ve afectado por el contexto
de Regulaciones y políticas.
Los gobiernos establecen distintas
normas (por ejemplo habilitaciones y
permisos, impuestos y regulaciones
al comercio exterior) que pueden
resultarles más o menos amigables
a los emprendedores. También implementan
políticas que, por acción
u omisión, acaban incidiendo sobre
los emprendedores y sus empresas.
Entre ellas, las políticas específicas
de emprendimiento son aquellas que
tienen por objetivo generar condiciones
más favorables para que surjan
emprendedores, se creen más y
mejores empresas y que éstas logren
desarrollarse y crecer 14 .

such as the Demand conditions (e.
g. market size and dynamism), the
profile of the firms that comprise the
Business structure and the efforts of
companies and institutions in science,
technology and innovation. The latter
is defined by the ICSEd-Prodem as
the STI Platform.
The transformation of projects into
companies and their later development
depend to a great extent on the
entrepreneurs’ capabilities. But it is
essential for them to have access to a
wide range of sources of Financing
that will help create and expand a
business (for early stages, for expansion
and working capital).
Another major factor is the existence
of Social capital, i.e. an environment
of trust that enables building bridges
and contact networks with other key
actors (businessmen, institutions, etc.)
and accessing resources that will contribute
to the creation and development
of a start-up.
Finally, the start-up process is affected
by the Policies and regulations. Governments
establish sets of rules (e.g.
licenses and permits, taxes, foreign
trade restrictions), which may be more
or less friendly for entrepreneurs, as
well as policies that, through action
or omission, have an impact on them
and their companies. Entrepreneurship
policy in particular is the one
which mainly aims at the creation of
more favorable conditions for dynamic
entrepreneurs to emerge and
the promotion of more and better
new companies that manage to take
off and attain substantial growth 14 .
The set of dimensions included
helps to identify the effect of specific
structural factors that are particularly
important for developing countries,
as is the case with Latin America (e.g.
social conditions, business structure,
social capital, culture) 15 .
