El ICSEd-Prodem permite medir las condiciones del Sistema nacional de emprendimiento.
Asimismo, el marco conceptual del ICSEd-Prodem presenta similitudes muy importantes con
el enfoque del Ecosistema de emprendimiento, aunque es más abarcador en sus consideraciones
y permite entender los distintos factores estructurales que afectan el surgimiento de
emprendedores y de oportunidades de negocios.
Uno y otro enfoque son complementarios y su relación puede ser fácilmente comprendida
haciendo uso de una metáfora basada en la oftalmología. El sistema nacional de emprendimiento
sería como los anteojos de lejos que debe usar quien tiene miopía, en tanto que
el enfoque de ecosistema se asemejaría a los anteojos de cerca que utilizan quienes tienen
presbicia. Y quienes desean comprender el emprendimiento serían como aquellas personas
que tienen miopía y presbicia a la vez. Si desean caminar por la calle usando, por error, los
anteojos de cerca lo más probable es que se lleven un árbol por delante. Del otro lado, si
desean leer el periódico con los lentes para ver de lejos también estarán en problemas.
Un ejemplo aplicado al campo del emprendimiento. El ICSEd-Prodem permite detectar
que un país o región tiene una debilidad en su plataforma de ciencia y tecnología para la
innovación porque la inversión en I+D es muy baja o porque la cantidad de investigadores
es muy limitada. Saberlo es fundamental para entender el contexto. Sin embargo, podría
ocurrir que, con los “anteojos de cerca”, aparezca alguna institución científica puntual
que, aún en dicho marco, se destaque y pueda contribuir al desarrollo del ecosistema.
The ICSEd-Prodem can be used to measure the conditions of the National System of
Entrepreneurship. Furthermore, the conceptual framework of the ICSEd-Prodem is very
similar to the Entrepreneurship Ecosystem approach, although the former is more
comprehensive and explains the different structural factors that affect the emergence of
entrepreneurs and business opportunities.
These approaches complement one another and their relationship can be easily understood
using an ophthalmology metaphor. The national system of entrepreneurship is like
the distance glasses that the shortsighted wear, whereas the ecosystem approach is similar
to the glasses for close-up vision worn by people with presbyopia. And people who
want to understand entrepreneurship are like those who suffer myopia and presbyopia at
once. If you walk out on the street wearing, by mistake, the glasses for close-up vision, you
might bump into a tree. And if you try to read the newspaper wearing distance glasses, it
may not work either.
Following is an example in the entrepreneurship field: The ICSEd-Prodem lets us identify,
for instance, that a country or region has a certain weakness in their STI platform because
they have a low R+D investment rate, which is crucial to know. However, with the ‘closeup
vision glasses’, we may identify a specific R+D institution, even within this framework,
which may contribute to the ecosystem development.
