Metodología
En la construcción del ICSEd-
Prodem se siguieron las mejores
prácticas para la construcción de
índices de OCDE. Las 10 dimensiones
que conforman el ICSEd-
Prodem están construidas en base
a la normalización de 41 variables
obtenidas de diversas fuentes de
datos reconocidas internacionalmente
(por ejemplo Banco Mundial,
Global Entrepreneurship Monitor,
Global Competitive Index, World
Value Survey, UNESCO).
Siguiendo las recomendaciones de
la literatura especializada, el valor
final del Índice se obtiene mediante
el uso de la media geométrica.
Este método es consistente con el
enfoque sistémico, ya que tiene la
propiedad de hacer que las dimensiones
más débiles influyan de
manera más significativa sobre el
valor final del ICSEd-Prodem. Por
lo tanto, son estas variables las que
actúan como ancla para el sistema.

Methodology
The OECD best practices for constructing
indexes were followed when
building the ICSEd-Prodem. The 10
dimensions that make up the ICSEd-
Prodem are based on the normalization
of 41 variables obtained from
different secondary information
databases recognized at the international
level (e.g. World Bank, Global
Entrepreneurship Monitor, Global
Competitive Index, World Value Survey,
UNESCO).
Following the recommendations of
specialized literature, the final value of
the Index is obtained by means of the
geometric mean. This method is consistent
with the systemic approach,
since the weaker dimensions have
a greater impact on the final ICSEd-
Prodem value than the stronger ones.
Hence, the weaker dimensions may
be considered as restrictions to the
start-up process. Further details on

Annex.
Report Structure
Organización del reporte
El reporte se estructura de la siguiente
forma. Primero se comentan los
principales resultados a nivel global y
en la región, analizando la ubicación
de los países en el ranking internacional
y las diferencias entre los mismos.
Luego se presenta la situación de
la región en 2015, identificando las
principales fortalezas y debilidades
para cada uno de los países según las
10 dimensiones del ICSEd-Prodem.
Del mismo modo, se destacan los
cambios respecto de 2014.
Más adelante, se describe y analiza la
evolución regional del ICSEd-Prodem
en el período 2012-2015, tanto a nivel
de los países como de las dimensiones.
Se identifican los países que más
avanzaron y los que no lo hicieron así
como las tendencias regionales.
This report will be structured as follows:
We will firstly comment on the chief
global and regional results, analyzing
the international ranking of countries
and the differences among them.
Then we will introduce the 2015 regional
scenario, identifying the main
strengths and weaknesses for each
country according to the 10 dimensions
of the ICSEd-Prodem. We will in
turn stress the changes from 2014.
Subsequently, we will describe and
analyze the regional evolution of
countries and dimensions in the
ICSEd-Prodem over the 2012-2015
period. We will identify the countries
that have made the most significant
progress as well as those who have
stayed put. We will also show you the
regional trends.
Finally, we will conclude with a section
including the most recent trends in
