Depuis plus <strong>de</strong> trente ans, les <strong>crise</strong>s, qu’elles soient organisationnelles,<br />
industrielles, naturelles ou environnementales,<br />
sont étudiées sous différents angles <strong>de</strong> recherche selon<br />
<strong>de</strong>s approches théoriques <strong>et</strong> pratiques. L’intérêt que nous<br />
portons sur ces situations n’a jamais été aussi important que<br />
ces <strong>de</strong>rnières années. Face à un contexte particulièrement<br />
labile, propice à l’apparition <strong>de</strong> situations limites <strong>et</strong> dépassant<br />
les cadres habituels <strong>de</strong> référence, les États, les organisations<br />
publiques <strong>et</strong> privées, ainsi que les populations, doivent<br />
réagir promptement. C<strong>et</strong> article a pour objectif <strong>de</strong> clarifier<br />
certains concepts <strong>et</strong> d’apporter <strong>de</strong>s éléments <strong>de</strong> réponses<br />
aux diverses questions que se posent les acteurs impliqués<br />
dans la résolution <strong>de</strong> ces situations.<br />
From risk management to crisis management:<br />
basic ten<strong>et</strong>s for the use of organisations<br />
Researchers- both theorists and practical experts - have been studying all aspects of <strong>crise</strong>s in organisations,<br />
industries, nature and the manma<strong>de</strong> environment for more than thirty years. Interest in these situations is now<br />
higher than ever. The present context is particularly sensitive and prone to give rise to situations that may slip<br />
over the edge of the usual frameworks of reference. States, public and private organisations and the general<br />
public have to react quickly. This article aims to clarify some points and propose some answers to the types of<br />
questions raised by people involved in crisis management.<br />

Docteur en science <strong>et</strong> génie <strong>de</strong> l’environnement, chargée d’étu<strong>de</strong>s <strong>et</strong> <strong>de</strong> recherches en <strong>gestion</strong> <strong>de</strong> <strong>crise</strong> au<br />
Département sécurité économique <strong>et</strong> <strong>gestion</strong> <strong>de</strong> <strong>crise</strong> à l’INHES, elle a soutenu une thèse sur la <strong>gestion</strong> <strong>de</strong>s <strong>crise</strong>s<br />
<strong>de</strong> gran<strong>de</strong> ampleur ou comment améliorer l’ai<strong>de</strong> à la décision en situation <strong>de</strong> <strong>crise</strong>. Ces fondamentaux<br />
théoriques sont issus d’un travail <strong>de</strong> recherche mené dans le cadre du GIS AGECRIS (Groupement d’intérêt scientifique<br />
d’ai<strong>de</strong> à la <strong>gestion</strong> <strong>de</strong>s <strong>crise</strong>s) créé en 2004 conjointement par l’INHES, l’École <strong>de</strong>s Mines d’Alès (EMA),<br />
l’Institut national <strong>de</strong> l'environnement industriel <strong>et</strong> <strong>de</strong>s risques (INERIS) <strong>et</strong> l’École nationale <strong>de</strong>s officiers <strong>de</strong> sapeurspompiers<br />
(ENSOSP).<br />
