Our Fe<strong>de</strong>ration (FAFICS), which has Consultative<br />

Status (Category II) with ECOSOC, has ma<strong>de</strong><br />

statements in the Commission on Human Rights<br />

on the in<strong>de</strong>pen<strong>de</strong>nce and security of international<br />

officials. In 1991, it submitted a Statement on this<br />

signed by six former executive heads of UN<br />

Organizations: (Blanchard, Boerma, Hartling,<br />

Khene, Mahler, Sadruddin Aga Khan)<br />

(E/CN.4/1991/NGO/33, 8 February 1991). Here<br />

are some extracts.<br />

To carry out its tasks effectively, the United<br />

Nations system must have the confi<strong>de</strong>nce and<br />

respect of its Member States. It can only earn this<br />

confi<strong>de</strong>nce if the organizations are, and are seen<br />

to be, impartial and free from the influence of any<br />

one country or group of countries. This means in<br />

essence an in<strong>de</strong>pen<strong>de</strong>nt international civil service<br />

.<br />

As we have on occasions been exposed<br />

to such undue pressures, we know from personal<br />

experience how <strong>de</strong>trimental they can be to the<br />

proper functioning of international organizations<br />

and thus to the cause of international cooperation<br />

An ad<strong>de</strong>d threat to in<strong>de</strong>pen<strong>de</strong>nce is the<br />

<strong>de</strong>tention and arrest of international officials while<br />

performing their duties; in some cases,<br />

aggression against the international civil service<br />

has gone to the ultimate limit: assassination. We<br />

cannot con<strong>de</strong>mn these practices too strongly.<br />

In 2004, the Secretary-General will submit a<br />

report to the 60 th session of the Commission on<br />

Human Rights on the situation of UN and<br />

associated personnel carrying out a UN mandate,<br />

who are imprisoned, missing or held in a country<br />

against their will. Crimes being perpetrated<br />

against UN personnel inclu<strong>de</strong> physical violence,<br />

rape, sexual assault, abduction, hostage-taking,<br />

kidnapping, harassment, illegal arrest and<br />

<strong>de</strong>tention, acts of <strong>de</strong>struction and looting, shooting<br />

at vehicles and aircraft, mine-laying, looting of<br />

assets, physical and psychological threats.<br />

FAFICS, in a statement to the Commission at its<br />

59 th session 2003, welcomed the preparation of<br />

this report. The tragic events of 19 August 2003<br />

in Baghdad emphasise the need for effective<br />

protection; and the community of former officials<br />

must express its solidarity with its colleagues and<br />

its full support of the S-G in his task.<br />

We often proclaim our <strong>de</strong>sire to promote the work<br />

of the UN family. Here, we can do so in concrete<br />

fashion. For instance, effective action by officials,<br />

serving and retired, has been carried out over the<br />

years by the Association for the Security and<br />

In<strong>de</strong>pen<strong>de</strong>nce of International Civil Servants<br />

(ASIICS): feeding information to <strong>de</strong>legates,<br />

helping in the drafting of resolutions, keeping<br />

cases of <strong>de</strong>tention and imprisonment alive,<br />

un<strong>de</strong>rtaking action to expedite release. The<br />

<strong>association</strong> performs an invaluable function. For<br />

several years, our own <strong>association</strong> was<br />

represented on its Committee. Like so many<br />

voluntary organizations, ASIICS is presently<br />

handicapped by a lack of volunteers. Any<br />

member of our <strong>association</strong> who would like to<br />

share in this task – and there is no doubt that it is<br />

useful and satisfying work – should contact the<br />

Our Fe<strong>de</strong>ration is now a member of the Board of<br />

the Conference of NGOs (CONGO); through this,<br />

we can also promote the cause by enlisting the<br />

support of other NGOs .<br />

The Declaration states that “Everyone is entitled<br />

to all the rights and freedoms set forth in this<br />

Declaration without distinction of any kind such as<br />

race, colour, sex, …” This was complemented by<br />

the Convention on the Elimination of all Forms of<br />

Racial Discrimination (1965). You can also<br />

support another NGO, foun<strong>de</strong>d and functioning<br />

mainly due to our colleagues: the Anti-Racism<br />

Information Service (ARIS), foun<strong>de</strong>d in 1992. It<br />

provi<strong>de</strong>s information on the working of the<br />

Convention and on the work of the Committee<br />

which oversees its implementation. It also needs<br />
