* De architectuur van de ruimte. Nota over het architectuurbeleid 1997‐2000
Deze Nota is van de Staatssecretaris van Onderwijs, Cultuur en Wetenschappen, van de Minister van
Volkshuisvesting, Ruimtelijke Ordening en Milieu, de Minister van Landbouw, Natuurbeheer en
Visserij en de Minister van Verkeer en Waterstaat. In deze Nota maken zij aan de Tweede Kamer der
Staten‐Generaal bekend wat hun beleid in de jaren 1997‐2000 met betrekking tot de architectuur en
haar uitingen.
Zo zegt de Nota,
(p. 50);
ʹ....Het is daarom van groot belang dat bij ruimtelijkeontwikkelingen rekening wordt
gehouden met de cultuurhistorische context. In veel situaties kan deze als uitgangspunt voor
verdere ontwikkelingen worden benut. Hiermee worden de herkenbaarheid en identiteit van
de dagelijkse leefomgeving gewaarborgd. Onderzoek naar nieuwe dynamische concepten
voor de integratie van bestaande en nieuwe ruimtelijke kwaliteiten zal worden gestimuleerd
Bij een integraal kwaliteitsbeleid is een analyse van de historisch‐ruimtelijke ontwikkeling
onmisbaar. Deze kan inzicht geven in de aanwezige karakteristieken en de
ontwikkelingspotenties, hetgeen een belangrijke kwaliteitsimpuls kan betekenen voor het
planvormings‐proces ....... ʹ

State monuments are defined as:
ʹ1. Everything constructed over at least fifty years ago that is of public importance because of
its beauty, its importance to science or its cultural‐historical value;
2. Sites which are of public importance because of the presence of matters as mentioned in
point 1ʹ,
(Article 1, item a).
The following has been determined for their conservation:
ʹ1. It is forbidden to damage or destroy a protected monument;
2. Without or in departure from a written permit, it is forbidden to:
a. demolish, interfere with, move or in any way change a protected monument;
b. restore or use a protected monument or allow it to be used, in a manner which can mar
or
endanger the monument.ʹ

Properties and their monumental value are described in the State Monument Register (1988
Dutch Monuments Act, Art. 6).
Cityscapes and townscapes are:
ʹgroups of real estate which are of general importance because of their beauty, their mutual
spatial or structural relationship or their importance to science or their cultural‐historical
value and which include one or more monumentsʹ
(Art. l.f, 1988 Dutch Monuments ACT).
Protected cityscapes and townscapes:
ʹcityscapes and townscapes which have been designated as such by Our Minister and our
Minister of Housing, Regional Development and the Environment in accordance with Article
35 of the 1988 Dutch Monuments Act, commencing on the date of publication of the
designation in the Nederlandse Staatscourant (Netherlands Government Gazette)ʹ
