todas se sintieran parte del movimiento: mujeres, migrantes, hipotecados, sindicalistas, ecologistas, jóvenes,
precarios… todos cabíamos en las plazas.
Tras la primera explosión de democracia directa en plazas y calles, el movimiento no se mantiene estático,
y aunque el sentido común del “no nos representan” o “por una democracia real ya” se sigue manteniendo,
el 15 M es un fenómeno mutante, cambiante, imposible de canalizar a una única demanda -en ello reside
su principal virtud y defecto-. La victoria de la derecha neoliberal y la agudización de los recortes en todos
y cada uno de los derechos sociales y aspectos que componían nuestro ya débil Estado del Bienestar, ha
posibilitado el surgimiento de lo que se conoce como las mareas. Las mareas son parte de la nueva realidad
organizativa que ha dado forma al movimiento, que al contrario que parte del sindicalismo clásico, pero
muchas veces entrelazado, entienden que los recortes van más allá de los salarios y condiciones laborales
de los trabajadores afectados, y que hay que defender lo Público con mayúsculas, defender la educación,
la sanidad o los servicios sociales como servicio público, y que de sus recortes no son solo los trabajadores
los afectados, sino la ciudadanía en su conjunto.
El 15 M es un movimiento “mutante”, pero sin embargo, hay algunas reivindicaciones que han funcionado
de mínimo común denominador y que han sido asumidas por la mayor parte del movimiento como un
“programa de mínimos”: la reforma del sistema político para una mayor participación y transparencia que
consiga echar a una casta política en el poder desde la transición, la auditoría de la deuda y la negativa a
seguir pagándola en las condiciones de expolio actuales, la revocación de las medidas liberalizadoras de los
servicios públicos y su defensa como tales y el reparto del trabajo como medida de lucha contra el desem-
pleo y de la riqueza como forma de atajar la desigualdad. Estos son los “qué” del movimiento, mientras que
el “cómo” también se va paulatinamente concretando: es urgente y necesaria una asamblea constituyente,
participada y transparente, un proceso democrático no tutelado por la élite en el que se redefinan las reglas
básicas de la convivencia en la búsqueda de la igualdad y la justicia.
Pero sabemos que el régimen político no va a caer sin presiones desde la calle. Creemos imprescindible,
y más en los tiempos que corren, que hay que construir soluciones reales a los problemas concretos, que
la movilización contra el neoliberalismo debe ir de la mano a la generación de alternativas. Que nuestras

migrants, people affected by mortgages, syndicalists, environmentalists, young people, precarious workers
… there was a place for all of us in public squares.
After the first outburst of direct democracy on the streets and squares, the movement has not remained static
and though the common sense “You do not represent us” and “For a real democracy now!” continue to be
valid, the 15 M movement is a mutant and changing phenomenon, unable to channel only one demand – this
is its biggest virtue and also the main fault. The electoral victory of the Neoliberal Right and the worsening
of the cut for all and every social rights and other aspects that composed our already weakened welfare
state have enabled the emergence of what is now known as tides. Tides are part of the new organizational
reality which has shaped the movement and that, contrary to classic unions, perceive the cuts beyond the
wages and working conditions of the workers affected and defend the Public with capital letter, which means
defending education, heath, social services as public services and understanding that those affected by the
cuts are not just the workers but all the citizens.
The 15 M is a mutant movement but, nonetheless, there have been some demands that have worked as the
common ground and have been assumed by the majority of the movement as a “minimum programme”:
the reform of the political system to increase participation and transparency and remove from power a cast
which has been there since the transition; a debt audit and a refusal to keep paying it under the current terms
of spoliation; the revocation of public services liberalization and their defence as such; and the distribution
of jobs and wealth as a means of fighting unemployment and tackling inequality respectively. This is what
the movement seeks but the way to do it is gradually taking form: a constituent assembly, participated and
transparent, is both urgent and necessary to create a democratic process free from the elites’ tutelage where
the basic rules of coexistence are built upon the pursuit of equality and justice.
But we know that this political regime will not fall without the pressure of the people on the streets. We
believe that it is vital to build real solutions to actual problems, especially in the times we face, and that a
mobilization against Neoliberalism must go, hand in hand, with the creation of alternatives. Our tools must
