Recently, the team that fights illegal deforestation has been
strengthened. Is this also a way to enhance the work of
those who follow regulations?
Undoubtedly, when we intensify monitoring both on-site
and remotely, we are valuing even more those who produce
legally in Mato Grosso. We have already made great strides
in recent years, with the most significant investment in history
in the fight against illegal deforestation using forest fires of
more than R$ 260 million in the last four years (between 2019
and 2023). We became the state that most acts on deforestation
alerts, with 74.3% of deforestation alerts answered
in 2022, according to the RAD released by MapBiomas. It is
part of this challenge to demobilize offenders and show that
environmental crime does not pay in Mato Grosso. We have
high-resolution satellite images and a methodology that alrizar

Grosso foi o primeiro Estado a implementar a cadeia de custódia
e rastreabilidade da madeira na plenitude, em toda cadeia
de base florestal, mas isso não seria possível sem termos uma
parceria com o Governo Federal e a integração total ao DOF+
Rastreabilidade. Todavia, o trabalho é contínuo para a fiscalização,
controle ambiental e transparência.
>> Quais as principais ações práticas da Sema em relação ao
manejo florestal?
O manejo da floresta está entre as 12 ações prioritárias da política
estadual para o alcance da meta de neutralizar as emissões
de carbono até 2035, por meio do Programa Carbono
Neutro MT. Esta ação, sozinha, é capaz de reduzir em 16% as
emissões até 2035. Além disso, mantém a floresta conservada,
gera renda para a população e possibilita uma economia sustentável.
Para fomentar esta atividade a Sema (MT) focou em
aumentar a eficiência do licenciamento nesta área, diminuindo
o tempo médio dos processos, e também na implantação do
novo SISFLORA 2.0 (Sistema de Comercialização e Transporte
de Produtos Florestais), implantado em abril de 2023. Com o
novo sistema, cada árvore retirada da floresta recebe um QR
Code que mostra, pelo celular, o local exato de onde foi colhida
a madeira, facilitando o controle e a fiscalização ambiental.
>> As florestas plantadas têm se desenvolvido em Mato
Grosso. Qual a atuação da SEMA em relação a estes plantios?
Como o manejo auxilia na preservação da fauna e flora?
A biodiversidade da Amazônia depende da conservação da floresta.
A maneira mais eficiente de combater o desmatamento
é gerando renda para as pessoas com atividades que ajudam a
manter a floresta, como o manejo florestal. A Sema (MT) exige
a reposição florestal para desmates lícitos e ilícitos, o que fomenta
a floresta plantada, além do PSS (Plano de Suprimento
Sustentável) para grandes consumidores de biomassa.
>> Recentemente foi fortalecida a equipe que combate o desmatamento
ilegal. Isso é também uma forma de fortalecer o
trabalho de quem segue as regras?
Sem dúvida nenhuma, quando intensificamos a fiscalização
tanto in loco, quanto de forma remota, estamos valorizando
ainda mais aqueles que produzem de forma legal em Mato
Grosso. Já avançamos muito nos últimos anos, com o maior
investimento da história no combate ao desmatamento ilegal
em incêndios florestais, de mais de R$ 260 milhões nos
últimos 4 anos (entre 2019 e 2023). Chegamos a ser o Estado
que mais age sobre os alertas de desmatamento, com 74,3%
dos alertas de desmatamento atendidos em 2022, conforme o
RAD divulgado pelo MapBiomas. Faz parte deste desafio desmobilizar
os infratores e mostrar que o crime ambiental não
compensa em Mato Grosso. Temos imagens de satélite de alta
resolução e uma metodologia que possibilita que as equipes
em campo façam o flagrante do desmatamento ainda no início,
impedindo o aumento da área desmatada e apreendendo
mental agenda is as great as the territorial extension of our

legality and help in the fight against illegality. Today, we can
say that Mato Grosso was the first state to implement the
chain of custody and traceability of timber in total throughout
the forest-based chain, but this would not be possible without
having a partnership with the Federal Government and full
integration with DOF+ Traceability. However, the inspection,
environmental control, and transparency work is continuous.
What are Sema’s main practical actions in relation to Forest
Management?
Forest Management is among the 12 priority actions of the
State policy to achieve the goal of neutralizing carbon emissions
by 2035 through the MT Carbon Neutral Program. This
action alone is capable of reducing emissions by 16% by 2035.
In addition, it keeps the forest conserved, generates income
for the population, and leads to a sustainable economy. To
promote this activity, Sema (MT) focused on increasing the
efficiency of licensing in this area, reducing the average time
of the processes, and implementing the new System for the
Commercialization and Transport of Forest Products (Sisflora
2.0), implemented in April 2023. With the new system, each
tree removed from the forest receives a QR Code that shows,
by cell phone, the exact location from which the timber was
harvested, facilitating environmental control and monitoring.
The number of Planted forests has grown in Mato Grosso.
What is Sema’s role in relation to these plantations? How
does management help in the preservation of fauna and
flora?
The Amazon’s biodiversity depends on forest conservation.
The most efficient way to combat deforestation is to generate
income for people with activities that help maintain the
forest, such as Forest Management. Sema (MT) requires forest
replacement for licit and illicit deforestation, which promotes
planted forests, in addition to the Sustainable Supply Plan
(PSS) for large biomass consumers.
