unnamed era with a clear identity grounded in democracy, dedicated to justice and committed
to peace” 163 . Baggrunden for at hjælpe med modernisering af Europa skyldes ikke bare, at
man ønskede et fremskridt i Europa, men som argumenteret i foregående kapitel var det helt
centrale i Clinton-administrationens projekt at etablere et ikke-eksklusivt
sikkerhedsfællesskab. Dette skulle bringe USA fremtidig sikkerhed og fremskridt – som
Clinton artikulerede, at “Now, we stand at another moment of change and choice – and
another time to be farsighted, to bring America 50 more years of security and prosperity. In
this endeavor, our first task is to help to build, for the first time, an undivided, democratic
Europe.” 164 En modernisering af Europa var således i lige så høj grad en mission, der skulle
reetablere det amerikanske fremskridt.
Den europæiske søjle skulle i Clinton-administrationens projekt udgøre en gren af NATO’s
overordnede kontrol med moderniseringen af Europas fortidspraktiker. Men hvilken status
havde den europæiske søjle i moderniseringen? Den europæiske søjle blev allerede fra
etableringen i 1996 artikuleret som et symbol på fremskridt sammen med NATO’s nye
mission og udvidelsen mod øst. 165 Som det blev artikuleret af den amerikanske
udenrigsminister Christopher:
“Today, we are meeting one of the central challenges in maintaining NATO's viability for the 21st century. We
are taking a dramatic step forward in NATO's internal adaptation. Our decisions will achieve two vital goals:
They will give NATO the flexibility to meet its new, post-Cold War responsibilities, while preserving its
fundamental mission. They will also strengthen the European dimension within NATO, while maintaining our
unity of command and the vital transatlantic link.” 166

dependence on one another. That means pooling sovereignty in certain areas of governance, such as monetary
policy, while, in other areas, granting to regions greater autonomy – that is, a higher degree of selfdetermination.
On matters, where communal identities and sensitivities are at stake, such as language and
education, central governments are transferring power to local authorities. Helping Europe succeed in this great
experiment is a big challenge for the United States.”
