Energy policy makers should make use of the actual surroundings to reach goals
and obligations until 2020. Efficient planning with long term effects for the subsidies is
particularly important so that the best use is made of the subsidies. Continuity and
planning are more important for the economy than one-time effects. Various planning
instruments could be realised e.g. with weekly Internet auctions. On the one hand
this permits a permanent availability on the other hand payment reserves are well
used. On the long term a static surplus of subsidies is just as bad for the technology
diffusion as stop-and-go subsidies.
The actual developments lead to the following recommendations for technology
producers in the various branches: on the one hand products should remain
competitive through constant innovations and create new markets or uses, on the
other hand economic learning effects must be passed to the consumers to create a
long term competitiveness. If the development does not move on, innovative advance
and competitiveness are quickly lost.
Concluding interesting topics in research and development are found in the areas
which lead to system innovations. Examples are: the development of “plug and play“
solar thermal systems with competitive prices for the consumer, the development of
heat storage installations with high heat density and/or seasonal heat capacity, the
development of solutions for the integration of electricity and heat into buildings, the
development of plus-energy houses and many more. Additionally optimizing energy
policy instruments is an important challenge.
