deepening science <strong>and</strong> technology cooperation among public <strong>and</strong> private institutions in both<br />

countries. In the lead-up to the President’s visit, the EEST section shepherded to completion<br />

several memor<strong>and</strong>a of underst<strong>and</strong>ing with <strong>India</strong> that will generate funding from Overseas Private<br />

Investment Corporation, Exim-Bank, <strong>and</strong> private-sector participants for projects <strong>and</strong> investments<br />

in areas such as shale gas, clean energy, <strong>and</strong> research <strong>and</strong> development on solar energy <strong>and</strong><br />

biofuels. <strong>India</strong>n authorities recently approved tariff reductions on a list of products of interest to<br />

U.S. producers, following months of representations from the economic section.<br />

A minister-counselor heads the combined EEST section, with deputies leading the<br />

economic unit <strong>and</strong> the environment, science, <strong>and</strong> technology unit. The section provides excellent<br />

support for Washington clients. Three new officer positions have been established in the<br />

embassy EEST section since 2008, one of which will be filled in 2011.<br />

Visitor Workload<br />

Mission <strong>India</strong> provides strong support for the large stream of senior official <strong>and</strong> business<br />

visitors that the growing bilateral relationship has generated. Although visitors are an asset to the<br />

relationship <strong>and</strong> give mission staff opportunities to travel in country <strong>and</strong> to strengthen<br />

relationships with <strong>India</strong>n contacts, supporting visitors adds to the workload <strong>and</strong> displaces<br />

analytical reporting to some degree. The political <strong>and</strong> economic staff is continually working at<br />

different stages of planning for multiple visits. During the <strong>OIG</strong> team’s visit, the sections had<br />

either lead or major supporting responsibilities for five visits at the assistant secretary level or<br />

above, including a cabinet-level visit. During the <strong>OIG</strong> team’s week long stay in Mumbai, the<br />

political <strong>and</strong> economic staff was working on six visits, including those of an under secretary <strong>and</strong><br />

assistant secretary.<br />

Coordination with the Consulates General <strong>and</strong> the Country Team<br />

Mission <strong>India</strong>’s political <strong>and</strong> economic staff coordinates their activities effectively among<br />

the embassy <strong>and</strong> consulates general. The economic or political minister-counselors serve as<br />

reviewing officers for the reporting officers in each of the consulates general. The sections <strong>and</strong><br />

consulates general hold monthly video conferences, as well as video conferences on thematic<br />

topics <strong>and</strong> pending projects. The embassy hosts an annual reporting officer’s conference.<br />

Officers travel occasionally between <strong>New</strong> <strong>Delhi</strong> <strong>and</strong> the consulates general <strong>and</strong> communicate<br />

frequently.<br />

Within the embassy, the political <strong>and</strong> EEST sections enjoy productive relations with one<br />

another <strong>and</strong> with other agencies at both senior <strong>and</strong> working levels. Section <strong>and</strong> agency heads told<br />

the <strong>OIG</strong> team that relations among the country team <strong>and</strong> constituent staffs are as collegial as any<br />

they have experienced, <strong>and</strong> non-Department representatives see political <strong>and</strong> economic officers<br />

as honest brokers: well informed, helpful, <strong>and</strong> willing to share information. Those heads of<br />

agencies that are not included in a small morning meeting with the Ambassador rely on the<br />

political <strong>and</strong> economic minister-counselors to communicate information <strong>and</strong> taskings.<br />

The <strong>OIG</strong> team learned of two anomalies to the generally high st<strong>and</strong>ard of interagency<br />

cooperation. For several years, because of its inadequate intellectual property protection regime,<br />

<strong>India</strong> has been on the special 301 priority watch list that the Office of the U.S. Trade<br />

Representative publishes annually as part of its annual review of intellectual property protection<br />
