resource for furthering U.S.-<strong>India</strong> relations were sitting idle. The report recommended that the<br />

embassy establish sunset dates for use of the funds, notify relevant U.S. Government agencies,<br />

<strong>and</strong> seek agreement with the Government of <strong>India</strong> on new programs to be supported with<br />

remaining funds. The embassy agreed with the recommendations but did not establish sunset<br />

dates for projects.<br />

The embassy concluded a bilateral agreement with the Government of <strong>India</strong> in 2009 that<br />

established an endowment <strong>and</strong> governing board to direct joint research in science <strong>and</strong><br />

technology. This agreement stipulated that remaining U.S.-<strong>India</strong> Fund for Educational, Cultural,<br />

<strong>and</strong> Scientific Cooperation funds <strong>and</strong> part of the Interim Fund, as well as new contributions from<br />

the United States <strong>and</strong> <strong>India</strong>, would be used to fund the endowment. <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>’s EEST<br />

minister-counselor serves as the board’s U.S. cochair. The endowment currently has a balance of<br />

about $15 million. <strong>India</strong> named its representatives in late 2010. At its first meeting in 2011, the<br />

board set a goal of funding the endowment’s first proposal by September 2011 <strong>and</strong> an additional<br />

two to three projects by year end.<br />

The Bureau of Oceans <strong>and</strong> International Environmental <strong>and</strong> Scientific Affairs retains<br />

authority to make allocations to joint projects from the Interim Fund of about $10.5 million,<br />

consisting of interest <strong>and</strong> returned funds. The embassy’s financial management center manages<br />

both the endowment <strong>and</strong> the Interim Fund.<br />

In December 2009, the Assistant Secretary of the Bureau of Oceans <strong>and</strong> International<br />

Environmental <strong>and</strong> Scientific Affairs authorized disbursement of $10.5 million for several<br />

activities drawn from proposals from U.S. Government technical agencies, <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>,<br />

<strong>and</strong> the Indo-U.S. Science <strong>and</strong> Technology Forum. These activities are in various stages of<br />

organization. No funds have been expended to date. In view of the slow action taken to disburse<br />

funds for these activities, the <strong>OIG</strong> team concluded that deadlines are necessary to ensure that<br />

funds are spent for their intended purposes.<br />

Recommendation 6: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should set <strong>and</strong> adhere to deadlines for disbursing the<br />

funds for each of the activities that the Assistant Secretary of the Bureau of Oceans <strong>and</strong><br />

International Environmental <strong>and</strong> Scientific Affairs approved in 2009. (Action: <strong>Embassy</strong> <strong>New</strong><br />

A talented public affairs officer (PAO) directs one of the largest public affairs programs<br />

in the Department, with 26 Americans <strong>and</strong> 188 LE staff. The PAO has a productive relationship<br />

with the front office <strong>and</strong> ensures that public diplomacy considerations are part of the<br />

decisionmaking process. Coordination <strong>and</strong> cooperation with sections of the embassy <strong>and</strong> other<br />

agencies are positive, <strong>and</strong> the public affairs section (PAS) in <strong>New</strong> <strong>Delhi</strong> coordinates operations<br />

with its counterparts in the four consulates general through frequent conference calls, DVCs, <strong>and</strong><br />

supervisory visits.<br />

The Ambassador plays a central role in public diplomacy outreach. He has developed a<br />

respected public presence, meeting diverse groups of people, traveling frequently, <strong>and</strong> writing<br />
