Mumbai to coordinate more closely with the general services office on receipt of goods<br />
<strong>and</strong> services to ensure timely payment of vendor invoices.<br />
Third, the management officer at Consulate General Chennai did not reconcile, as required<br />
by the Consular Management H<strong>and</strong>book, chapter 700, monthly statements of the accountable<br />
consular officer with collections for the months of July through November 2010.<br />
Informal Recommendation 18: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should direct Consulate General<br />
Chennai to complete the monthly verifications of the daily accounting of consular fee<br />
collections for the months of July through November 2010.<br />
Fourth, the alternate cashier at Consulate General Kolkata does not have a permanent cash<br />
advance in accordance with 4 FAH-3 H-398.1-1.<br />
Informal Recommendation 19: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should direct Consulate General<br />
Kolkata to issue a cash advance to the alternate cashier in accordance with Department of<br />
State guidance.<br />
Finally, the <strong>OIG</strong> team found that the regional security officer in Kolkata had not cleared a<br />
management notice on the procedures for movement of cash by the consular cashier from the<br />
consulate general to the American Center.<br />
Informal Recommendation 20: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should direct Consulate General<br />
Kolkata to review security procedures for the movement of cash by the consular cashier<br />
from the consulate general to the American Center <strong>and</strong> seek clearance from the regional<br />
security officer.<br />
Official Residence Expenses<br />
Consulate General Chennai pays official residence staff salaries in cash, <strong>and</strong> Consulate<br />
General Kolkata pays official residence staff savings contributions in cash. These practices are<br />
contrary to The Debt Collection Act of 1986, which m<strong>and</strong>ates that U.S. dollar payments be made<br />
electronically directly to individual employee bank accounts. It also contravenes 4 FAH-3 H-<br />
391.1, which dictates that all Department payments should be made by check or electronic funds<br />
transfer or other noncash mechanism. Sound cash management principles m<strong>and</strong>ate limitations on<br />
cash advances to embassy cashiers.<br />
Recommendation 41: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should establish <strong>and</strong> implement a policy requiring<br />
that all official residence salaries at Consulate General Chennai <strong>and</strong> savings contributions at<br />
Consulate General Kolkata be made by electronic funds transfers to employees’ bank accounts.<br />

Post Surveys<br />
<strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> <strong>and</strong> Consulates General Kolkata <strong>and</strong> Mumbai are delinquent in<br />
submitting their post differential surveys, although they received extensions beyond the January<br />
2010 deadline. The current published post differential rates require updating to conform to the<br />
