Informal Recommendation 28: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should provide cross-training<br />
among computer specialists at the American Center <strong>and</strong> the embassy, including frequent<br />
rotation of staff between the two facilities.<br />
Mission <strong>India</strong>’s high-frequency emergency radio program supports regional long distance<br />
communication operations. The mission manages the program well, <strong>and</strong> the embassy <strong>and</strong><br />
consulates general perform operational tests on a regular basis. While the high-frequency<br />
equipment at the alternate comm<strong>and</strong> center in <strong>New</strong> <strong>Delhi</strong> meets the embassy’s operational<br />
requirements, the room where the high-frequency radio is located is cluttered, making physical<br />
access to the radio difficult. The high-frequency radio at the alternate comm<strong>and</strong> center at<br />
Consulate General Kolkata lacks an antenna, which is on h<strong>and</strong> but needs to be installed. The<br />
team noted that the information programs officer at Consulate General Kolkata is not a member<br />
of the consulate emergency action committee. In accordance with 5 FAM 121.1 b. (2) (b), the<br />
consulate general should include the information programs officer, as the senior IM<br />
representative, on its emergency action committee.<br />
Informal Recommendation 29: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should clean up the high-frequency<br />
radio room at its alternate comm<strong>and</strong> center.<br />
Informal Recommendation 30: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should install the new highfrequency<br />
antenna at Consulate General Kolkata’s alternate comm<strong>and</strong> center <strong>and</strong> test the<br />
radio to ensure functionality.<br />
Informal Recommendation 31: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should require that Consulate<br />
General Kolkata include the information programs officer as a member of its emergency<br />
action committee.<br />
Laptop Encryption<br />
Nine out of the 14 laptop computers at Consulate General Kolkata are unencrypted. The<br />
IM staff has removed the unencrypted laptops from service rather than formally disposing of<br />
them according to Department guidance. Telegram 10 State 057406, dated March 6, 2010,<br />
requires that all laptops be encrypted in order to protect personally identifiable information <strong>and</strong><br />
security under Department of State policy unless a waiver is granted.<br />
Recommendation 57: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should encrypt, properly dispose of, or seek waivers<br />
for all unencrypted Department of State laptops at Consulate General Kolkata. (Action: <strong>Embassy</strong><br />
<strong>New</strong> <strong>Delhi</strong>)<br />
Electrical Power Controls<br />
The computer server room at the American Center in <strong>New</strong> <strong>Delhi</strong> has an emergency<br />
power-off switch that is not accessible outside the main door to the computer room, as required<br />
by 12 FAM 529.4-3 b. Since the facility’s construction probably predates the FAM guidance,<br />
there was likely no requirement for the switch to be outside the computer room. Relocation of<br />
the switch to outside the server room enhances the safety of life <strong>and</strong> property in the event of a<br />
fire.<br />
