<strong>OIG</strong>’s workplace <strong>and</strong> quality-of-life <strong>and</strong> personal questionnaire results showed that the lack of a<br />

Diplomatic Post Office is problematic <strong>and</strong> negatively affects mission morale.<br />

<strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>’s information management officer (IMO) oversees all embassy IM<br />

systems <strong>and</strong> programs <strong>and</strong> has operational oversight responsibility for all IM programs missionwide.<br />

He oversees an office in <strong>New</strong> <strong>Delhi</strong> that consists of 10 U.S. direct hires, an EFM, a<br />

professional associate, <strong>and</strong> 51 LE staff. He has made communication among his staff missionwide<br />

a top priority, conducting twice-monthly roundtable DVC meetings with the consulates<br />

general. In past the 6 months, he has also consolidated multiple contracts <strong>and</strong> renegotiated with<br />

local telecommunications providers to increase b<strong>and</strong>widths between the embassy <strong>and</strong> the<br />

consulates general at substantially lower costs.<br />

The IM program operates two primary data centers. A well-qualified information systems<br />

officer leads the unclassified information systems center in <strong>New</strong> <strong>Delhi</strong>. An information programs<br />

officer supervises the information program center, which oversees classified systems, radio,<br />

telephone, secure voice, <strong>and</strong> mail <strong>and</strong> diplomatic pouch programs. The IMO, augmented by his<br />

information programs officer <strong>and</strong> information systems officer, has overall IM responsibilities for<br />

the mission <strong>and</strong> often provides consultative support to the consulates general. Serving under the<br />

IMO, <strong>and</strong> responsible for mission-wide systems security, is a regional information systems<br />

security officer based in <strong>New</strong> <strong>Delhi</strong>.<br />

Consulate General Chennai has 2 U.S. direct-hire IM officers <strong>and</strong> 13 LE staff to manage<br />

the IM functions. Consulate General Hyderabad has 1 American IM officer <strong>and</strong> 8 LE staff;<br />

Consulate General Kolkata has 1 American IM officer <strong>and</strong> 7 LE staff; <strong>and</strong> Consulate General<br />

Mumbai has 2 American IM officers <strong>and</strong> 11 LE staff. In addition to the regular duties described<br />

above, the IM sections of <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> <strong>and</strong> the consulates general provide support to a<br />

significant number of high-level visitors. The <strong>OIG</strong> team deemed staffing levels mission-wide to<br />

be adequate.<br />

There are three Regional Information Management Center (RIMC) technicians based in<br />

the embassy. Although this RIMC satellite office provides in-country technical support as<br />

requested, it reports to RIMC Bangkok <strong>and</strong> was therefore not part of the <strong>New</strong> <strong>Delhi</strong> inspection.<br />

The IM staff has not organized the unclassified server room <strong>and</strong> wiring closets at the<br />

American Center in <strong>New</strong> <strong>Delhi</strong> to ensure proper <strong>and</strong> timely maintenance. The server room<br />

wiring is tangled, <strong>and</strong> there is cabling that appears to be no longer used. With server room<br />

cabling in disarray, technicians can spend a significant amount of time troubleshooting a<br />

problem.<br />

Recommendation 56: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should untangle, identify, <strong>and</strong> label all required<br />

cabling <strong>and</strong> remove all extraneous cables in the computer server room <strong>and</strong> wiring closets at the<br />

American Center in <strong>New</strong> <strong>Delhi</strong>. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />

The American Center LE computer specialists were not cross-trained with their embassy<br />

colleagues at the embassy.<br />
