As mentioned above, responses to <strong>OIG</strong> surveys indicated strong perceptions of inequity<br />

<strong>and</strong> favoritism in housing board deliberations <strong>and</strong> decisions. Examination of procedures <strong>and</strong><br />

documentation indicates general compliance with Department regulations. One exception is the<br />

embassy’s treatment of what it considers “unofficially dedicated” residences, which have not<br />

appeared on housing board agendas since June 2007. During the <strong>OIG</strong> inspection, the DCM<br />

conducted a DVC that addressed the housing assignment appeal process. Additional outreach<br />

<strong>and</strong> transparency could further improve customer satisfaction with housing <strong>and</strong> its processes.<br />

Informal Recommendation 24: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should improve transparency of its<br />

housing assignments by outreach <strong>and</strong> dissemination of information on policies,<br />

procedures, <strong>and</strong>, as appropriate, housing board meeting agendas, deliberations, <strong>and</strong><br />

decisions.<br />

Motor Pool Operations<br />

Mission motor pools support a large staff <strong>and</strong> a substantial number of temporary duty <strong>and</strong><br />

VIP visitors, <strong>and</strong> provide reliable <strong>and</strong> safe transportation in the heavy <strong>and</strong> hazardous traffic<br />

typical of the large cities in <strong>India</strong>. Mission employees who responded to the <strong>OIG</strong> survey rated as<br />

very high motor pool responsiveness <strong>and</strong> vehicle maintenance. The 2011 ICASS customer<br />

satisfaction survey reflected similar results, with scores for the embassy <strong>and</strong> consulates general<br />

well above the bureau <strong>and</strong> worldwide averages.<br />

The embassy <strong>and</strong> consulates general have established effective management controls over<br />

operation <strong>and</strong> use of official vehicles. These controls include compliance with Department<br />

regulations for seat belt usage, trip logs, <strong>and</strong> driver scheduling, as well as oversight of fuel<br />

supplies <strong>and</strong> consumption. The embassy recently updated its mission-wide policy on official<br />

vehicle use, which is now more restrictive regarding home-to-office transportation. Under this<br />

new policy, senior mission personnel such as the DCM <strong>and</strong> agency heads are no longer eligible<br />

for this service.<br />

At Consulate General Kolkata, a spot check of six vehicle identification numbers against<br />

the post’s Integrated Logistics Management System (ILMS) inventory showed one discrepancy.<br />

A 100 percent verification of all data in the ILMS inventory would address this specific area of<br />

concern.<br />

Informal Recommendation 25: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should direct Consulate General<br />

Kolkata to conduct a 100 percent verification of data submitted to its Integrated Logistics<br />

Management System vehicle inventory.<br />

Travel Services<br />

The embassy <strong>and</strong> consulates general provide hotel <strong>and</strong> airline travel reservation services<br />

for mission personnel <strong>and</strong> temporary duty visitors. Although some staff members throughout the<br />

mission expressed concerns about costs, quality, <strong>and</strong> timeliness, travel services for all posts<br />

except Hyderabad rated at or above the average <strong>OIG</strong> survey scores for posts previously<br />

inspected. The FY 2011 ICASS customer satisfaction survey results were also respectable, with<br />

scores for all locations throughout the mission at or above the worldwide <strong>and</strong> bureau averages.<br />

American <strong>and</strong> LE travel assistants oversee the performance of on-site travel agency contractors,<br />
