this work. The consular officers who adjudicate the individual cases should provide their case<br />

notes <strong>and</strong> files to the eligible family members <strong>and</strong> clear the completed revocation requests.<br />

Recommendation 24: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should request that the Bureau of Consular Affairs<br />

designate Consulate General Chennai as the only post in <strong>India</strong> authorized to adjudicate blanket L<br />

Recommendation 25: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should create a special unit at Consulate General<br />

Chennai for adjudicating blanket L visa applications <strong>and</strong> create a program in which entry-level<br />

officers are assigned to that unit on a rotational basis. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />

Recommendation 26: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should designate a countrywide coordinator for<br />

st<strong>and</strong>ard operating procedures for all consular processes. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />

Recommendation 27: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>, in coordination with the Bureau of Consular<br />

Affairs, should establish <strong>and</strong> fill a locally employed staff position that would serve as a<br />

management analyst <strong>and</strong> special assistant in support of management issues for Consular Team<br />

<strong>India</strong>. The position would be attached to the office of the minister-counselor for consular affairs<br />

in <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>, in coordination with CA)<br />

Recommendation 28: The Bureau of Consular Affairs, in coordination with <strong>Embassy</strong> <strong>New</strong><br />

<strong>Delhi</strong> <strong>and</strong> the Bureau of Human Resources, should approve <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>’s request for<br />

three entry-level officer positions for the consular section in <strong>New</strong> <strong>Delhi</strong>. (Action: CA, in<br />

coordination with <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> <strong>and</strong> DGHR)<br />

Recommendation 29: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should coordinate with consular managers in<br />

Consulates General Mumbai, Chennai, <strong>and</strong> Hyderabad to reorganize services to visa customers<br />

in the public areas, using primarily contract personnel <strong>and</strong> using some locally employed staff to<br />

monitor their work. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />

Recommendation 30: The Bureau of Consular Affairs, in coordination with <strong>Embassy</strong> <strong>New</strong><br />

<strong>Delhi</strong>, should designate the highest level of services under the Global Support Strategy contract<br />

for Mission <strong>India</strong>, to include off-site centers where visa applicants submit their documents <strong>and</strong><br />

are fingerprinted. (Action: CA, in coordination with <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />
