Span Magazine<br />
The embassy publishes a magazine, Span, which recently celebrated its 50th anniversary.<br />
Each month, 90,000 copies are printed in English, with a smaller number of copies in Hindi <strong>and</strong><br />
Urdu. An electronic edition features highlights from the English version.<br />
Span’s budget is $300,000. The printing <strong>and</strong> circulation staff devotes a great deal of time<br />
to distributing the magazine. The section also prints <strong>and</strong> distributes other high-quality<br />
publications, often using content from the Department’s Global Publishing Services, but<br />
produced in-house, using economies of scale <strong>and</strong> saving on shipping costs from Global<br />
Publishing Services Manila. In addition, the unit prints program materials, flyers, invitations,<br />
brochures, <strong>and</strong> library promotional materials <strong>and</strong> booklets that Span staffers design.<br />
PAS is in the process of transforming the magazine to an interactive online publication<br />
designed to appeal to younger readers, including aspiring English speakers. The transition has<br />
significant technical <strong>and</strong> budgetary implications, including staffing, training, <strong>and</strong> the need for<br />
new skills. PAS must also consider whether it should produce online editions in Hindi <strong>and</strong> Urdu,<br />
along with an array of content <strong>and</strong> graphic questions having to do with the nature of an<br />
interactive online magazine.<br />
While PAS has begun this transition, at the time of the inspection there was no master<br />
plan or time line to guide the process. Given the resource <strong>and</strong> staffing implications of the change,<br />
the <strong>OIG</strong> team believes that the embassy needs a business plan to transition Span to an electronic<br />
publication <strong>and</strong> redirect money <strong>and</strong> positions as warranted.<br />
Recommendation 8: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong> should devise <strong>and</strong> implement a business plan to<br />
convert Span magazine to an interactive electronic version, taking into account the concomitant<br />
personnel <strong>and</strong> budget ramifications of the change. (Action: <strong>Embassy</strong> <strong>New</strong> <strong>Delhi</strong>)<br />
Cultural <strong>and</strong> Educational Programs<br />
The embassy’s cultural affairs officer (CAO) supervises four assistant CAOs (ACAO) in<br />
a program unit at the American Center in downtown <strong>New</strong> <strong>Delhi</strong>, about a 20-minute drive from<br />
the embassy. One of the ACAOs directs operations there. LE staff in the program unit is<br />
generally experienced <strong>and</strong> capable.<br />
The exchange programs, including the flagship International Visitor Leadership Program,<br />
work smoothly. <strong>Embassy</strong> sections <strong>and</strong> the constituent posts actively participate in the nomination<br />
process. The geographic <strong>and</strong> thematic balance of nominees is appropriate <strong>and</strong> in line with<br />
mission priorities.<br />
The CAO supervises the speakers <strong>and</strong> programs unit. Working with local employees, an<br />
ACAO has line responsibility for the unit. Planning, coordination, <strong>and</strong> communication of<br />
program activities, especially speakers, are problematic. PAS implemented an “All <strong>India</strong>”<br />
