Service Providers<br />
The most important factor determining <strong>the</strong> pro-poor focus of any<br />
service is probably <strong>the</strong> nature <strong>and</strong> identity of <strong>the</strong> provider. How<br />
<strong>the</strong> service is delivered <strong>and</strong> who delivers it influence whe<strong>the</strong>r <strong>the</strong><br />
poor become passive service receivers, or are empowered <strong>and</strong><br />
enabled to take action. Because <strong>the</strong> aim is <strong>the</strong> latter, <strong>the</strong> key issue<br />
is: who drives <strong>the</strong> system, <strong>the</strong> livestock keeper or <strong>the</strong> service<br />
provider? Two related questions are:<br />
To whom are <strong>the</strong> service providers responsible?<br />
Who pays <strong>the</strong> service provider?<br />
Delivery systems that make service providers accountable to <strong>the</strong><br />
users <strong>and</strong> give <strong>the</strong> users a free choice among providers will<br />
enhance <strong>the</strong> power of <strong>the</strong> users to negotiate <strong>and</strong> dem<strong>and</strong><br />
appropriate quality services. This is also <strong>the</strong> case for poor<br />
livestock keepers.<br />
