LOVEDAY REPORT II<br />
In 1949, a second Loveday Report was published. It stated that s<strong>in</strong>ce tra<strong>in</strong><strong>in</strong>g<br />
at Farm Institutes provided tra<strong>in</strong><strong>in</strong>g for only 10 per cent <strong>of</strong> the entrants <strong>in</strong>to<br />
the <strong>in</strong>dustry, <strong>in</strong> order to meet the needs <strong>of</strong> the expansion programme part-time<br />
<strong>in</strong>struction should be provided by Local Authorities for all, or as many as<br />
possible, who were unable to attend an Institute course. Short courses for<br />
mach<strong>in</strong>ery operators, herdsmen, shepherds, pig and poultry keepers etc. should<br />
be provided. Also courses for apprentices, as set out by the National Jo<strong>in</strong>t<br />
Apprenticeship Council, should be arranged and certificates <strong>of</strong> pr<strong>of</strong>iciency<br />
awarded. Advice and <strong>in</strong>struction should be given to domestic producers and<br />
voluntary organisations, viz. domestic poultry keepers, bee keepers, gardeners<br />
and allotment holders, small pig keepers, Young Farmers 1 Clubs and Women's<br />
Institutes.<br />
The Report also recommended the appo<strong>in</strong>tment <strong>of</strong> Extra Mural Officers and<br />
more part-time <strong>in</strong>structors. [i]<br />
When Mr Stratton retired <strong>in</strong> 1946, a new <strong>Agricultural</strong> <strong>Education</strong> Sub-<br />
Committee was set up, composed <strong>of</strong>:-<br />
