Government from time to time on all matters pertaining to the administration and welfare <strong>of</strong> the tribes<br />

and <strong>of</strong> the Scheduled Areas.<br />

(2) The Tribes Advisory Council shall consist <strong>of</strong> not less than ten and not more than twenty-five<br />

members <strong>of</strong> whom three-fourths shall be elected representatives <strong>of</strong> the tribes in the Provincial<br />

Legislature (Lower House).<br />

(3) The Provincial Government may make rules prescribing or regulating as the case may be: -<br />

(a) the number <strong>of</strong> members <strong>of</strong> the Council, the mode <strong>of</strong> appointment <strong>of</strong> the<br />

members and <strong>of</strong> the Chairman or other <strong>of</strong>fice-bearers;<br />

(b) the conduct <strong>of</strong> meetings and procedure in general;<br />

(c) relations with <strong>of</strong>ficials and local bodies;<br />

(d) all other incidental matters.<br />

K. (1) The Federal Government may, at any time, and shall after the expiry <strong>of</strong> ten years from the<br />

commencement <strong>of</strong> this Constitution, institute a Commission to report on the administration <strong>of</strong> the tribes<br />

and the Scheduled Areas in general.<br />

(2) The Federal Government may at any time require the Provincial Government to draw up and<br />

execute such schemes as it considers essential for the welfare <strong>of</strong> the tribes.<br />

L. In the Provinces <strong>of</strong> Bihar, the Central Provinces and Berar and Orissa there shall be a separate<br />

Minister for Tribal Welfare:<br />

Provided that the Minister may hold charge simultaneously <strong>of</strong> welfare work pertaining to Scheduled<br />

Castes or other backward classes or any other work.<br />

M. Notwithstanding anything in the Criminal Procedure Code 1898, or the Civil Procedure Code (Act V<br />

<strong>of</strong> 1908), the Provincial Government may make special regulations for a Scheduled Area for the trial <strong>of</strong><br />

<strong>of</strong>fences other than those punishable with imprisonment for five years or more or with death or<br />

transportation for life and <strong>of</strong> disputes other than those arising out <strong>of</strong> special laws respectively and may<br />

empower headmen or panchayats to try such cases.<br />
