9. Officials to learn tribal languages. - We have found that <strong>of</strong>ficials posted to aboriginal areas<br />
rarely know the local language. This obviously does not conduce to satisfactory administration and we<br />
are <strong>of</strong> the view that it should be made compulsory for <strong>of</strong>ficials posted to the aboriginal areas to obtain a<br />
working knowledge <strong>of</strong> the language within a reasonable period. Pr<strong>of</strong>iciency in these languages or dialects<br />
should be encouraged by the grant <strong>of</strong> suitable awards.<br />

I submitted a dissenting minute against the provisional report which had included recommendations<br />
for those tribal areas also which had then not been visited. After the visit <strong>of</strong> the Sub-Committee to these<br />
areas, I am more than confirmed in my opinion that all the six districts <strong>of</strong> the Chhota Nagpur Plateau,<br />
namely, Manbhum, Singhbhum, Palamau, Hazaribagh, Ranchi and the Santhal Parganas, should remain<br />
"Scheduled Areas". All the witnesses were emphatic that the Chhota Nagpur Division as a whole should<br />
be scheduled and no district or territory should be excluded from the scheduled status. Even Dr.<br />
Sachchidananda Sinha, whose Memorandum has received such attention from the other members <strong>of</strong> the
