7. Tobacco. - All States are expected to levy the British Indian rate <strong>of</strong> duty. (Some States where<br />
production is not <strong>of</strong> much consequence levy excise on the basis <strong>of</strong> acreage in view <strong>of</strong> the high cost <strong>of</strong><br />
administration.) The States are entitled to retain the proceeds <strong>of</strong> the excise duty subject to the limit, on<br />
the basis <strong>of</strong> their population, worked out in accordance with the following formula -<br />
