Conclusion<br />

101. Some <strong>of</strong> our recommendations would need to be embodied in the Constitution while others<br />

would be given effect to by the order <strong>of</strong> the President. We have attempted a draft <strong>of</strong> the necessary<br />

provisions in the Constitution to give effect to the former; and these are set out in Appendix VI.*<br />

102. Mr. Rangachari has signed this report in his personal capacity, and the views expressed in it<br />

should not be treated as committing in any manner the Ministry <strong>of</strong> Finance <strong>of</strong> which he is an <strong>of</strong>ficer.<br />
