POLICY COM15 ALLOTMENTS
Development which would result in the loss of allotment land will not be
permitted, except under exceptional circumstances where at least
equivalent compensatory provision is made which is be easily and safely
accessible, particularly by cycle or on foot, to potential users.
Any proposal must comply with the requirements of Policy GD2 (General
Development Control).
5.2.82. Allotments provide an important recreational and social space, particularly for
those living in urban areas, or where gardens are either unavailable or of
insufficient size. They also have an important nature conservation role.
Although demand for allotments has decreased over the last few years, it is
important to retain allotments as their importance is likely to increase as higher
density development becomes more common in the future. In assessing any
development proposals, the level of occupancy and the opportunities to
relocate will be taken into account. It is essential that any replacement
allotments are within easy walking distance of the same population, and are of
a similar quality as the original land.
POLICY COM 16 SPORTS FACILITIES
Proposals for major recreational development will be permitted within or
on the edge of towns. Proposals for schemes in out of town locations
will be required to demonstrate a need for the development to be sited in
the location.
Proposals for new or extensions to smallscale sports and recreation
facilities will be permitted within defined development boundaries.
Where development is proposed adjacent to settlements, these should
be of a minimum size to meet the requirements and be acceptable in
terms of impact on the landscape.
The Council will permit the floodlighting and ancillary lighting for private
sports except where such provision will cause an unacceptable
disturbance or will be visually intrusive. Any form of lighting allowed
must meet the requirements of ENV20. Where permission for
floodlighting is given the hours during which it is used may be limited.
The installation of shielding or screening may be required.
Any proposal will also comply with the requirements of Policy GD2
(General Development Control).
5.2.77. Government Policy (PPG17) promoted the development of sport and
recreation in its widest sense: to enable people to participate in sport, whether
as players or spectators and to encourage the provision of a wide range of
opportunities for recreation.
5.2.78. A number of private clubs and the Council itself have facilities which satisfy the
sporting needs of the District. The Council recognises that many of these
leisure pursuits are in increasing demand and supports moves to strengthen
sporting provision with the District. Leisure and sporting developments,
