POLICY COM15 ALLOTMENTS<br />
Development which would result in the loss of allotment land will not be<br />
permitted, except under exceptional circumstances where at least<br />
equivalent compensatory provision is made which is be easily and safely<br />
accessible, particularly by cycle or on foot, to potential users.<br />
Any proposal must comply with the requirements of Policy GD2 (General<br />
Development Control).<br />
5.2.82. Allotments provide an important recreational and social space, particularly for<br />
those living in urban areas, or where gardens are either unavailable or of<br />
insufficient size. They also have an important nature conservation role.<br />
Although demand for allotments has decreased over the last few years, it is<br />
important to retain allotments as their importance is likely to increase as higher<br />
density development becomes more common in the future. In assessing any<br />
development proposals, the level of occupancy and the opportunities to<br />
relocate will be taken into account. It is essential that any replacement<br />
allotments are within easy walking distance of the same population, and are of<br />
a similar quality as the original land.<br />
POLICY COM 16 SPORTS FACILITIES<br />
Proposals for major recreational development will be permitted within or<br />
on the edge of towns. Proposals for schemes in out of town locations<br />
will be required to demonstrate a need for the development to be sited in<br />
the location.<br />
Proposals for new or extensions to smallscale sports and recreation<br />
facilities will be permitted within defined development boundaries.<br />
Where development is proposed adjacent to settlements, these should<br />
be of a minimum size to meet the requirements and be acceptable in<br />
terms of impact on the landscape.<br />
The <strong>Council</strong> will permit the floodlighting and ancillary lighting for private<br />
sports except where such provision will cause an unacceptable<br />
disturbance or will be visually intrusive. Any form of lighting allowed<br />
must meet the requirements of ENV20. Where permission for<br />
floodlighting is given the hours during which it is used may be limited.<br />
The installation of shielding or screening may be required.<br />
Any proposal will also comply with the requirements of Policy GD2<br />
(General Development Control).<br />
5.2.77. Government Policy (PPG17) promoted the development of sport and<br />
recreation in its widest sense: to enable people to participate in sport, whether<br />
as players or spectators and to encourage the provision of a wide range of<br />
opportunities for recreation.<br />
5.2.78. A number of private clubs and the <strong>Council</strong> itself have facilities which satisfy the<br />
sporting needs of the <strong>District</strong>. The <strong>Council</strong> recognises that many of these<br />
leisure pursuits are in increasing demand and supports moves to strengthen<br />
sporting provision with the <strong>District</strong>. Leisure and sporting developments,<br />
