POLICY RES12 REPLACEMENT BUILDINGS IN THE<br />

COUNTRYSIDE<br />

Outside the defined development boundaries the construction of a<br />

replacement building with established use rights will be permitted<br />

where:<br />

a) the existing building is not a caravan, mobile home, or subject to a<br />

temporary permission; and<br />

b) it can be demonstrated that the conversion, extension and/or repair<br />

of the existing building is not feasible; or<br />

the landscape with one which makes a more positive contribution to<br />

the landscape; and<br />

n both instances, where there is no open storage of goods,<br />

containers, waste materials or finished products; and<br />

unless it can be demonstrated that an alternative position is more<br />

acceptable in planning terms. Proposals will also be required to be<br />

footprint.<br />

3.3.19. Whilst national policy generally restricts new development in the countryside,<br />

the replacement of existing buildings is acceptable in principle, although<br />

proposals will be carefully considered to ensure that the landscape impact of a<br />

replacement building is minimised. Proposals will be required to demonstrate<br />

that the current use of the building has not been abandoned and that<br />

conversion or extension and/or it is beyond economic repair is not feasible<br />

before a proposal for replacement is acceptable. This is supportive of the<br />

Government’s objective of making the best use of existing stock as their<br />

replacement would result in the unnecessary consumption of resources. The<br />

only exception to this requirement would be where a scheme would represent<br />

an improvement in landscape terms.<br />

3.3.20. In order to prevent dwellings from being extended disproportionately, a<br />

condition may be imposed removing the permitted development rights<br />

normally available to extend dwellings.<br />
