POLICY ECON9 PACKHOUSES<br />
Outside of defined development boundaries, proposals to erect or<br />
extend buildings for the cleaning, grading, chilling and packing of locally<br />
grown fruit and vegetables will be permitted where:<br />
a) the building is of a scale commensurate with the fruit and vegetable<br />
production of the holding; and<br />
b) the majority of the produce processed is grown locally within the<br />
parish or adjacent parishes.<br />
a)the produce to be processed is locally grown within the Parish or<br />
adjacent Parish with the majority of produce grown by the operator of<br />
the packhouse;<br />
b)the building is of a scale commensurate with the production of the<br />
holding; and<br />
c)a) proposals comply with Policy GD2 (General Development<br />
Control).<br />
6.4.16. The <strong>Council</strong> acknowledges that under European law the cleaning, grading and<br />
packing of produce is an essential requirement in the process of distributing<br />
produce. It also acknowledges that the provision of a building to<br />
accommodate these facilities can be uneconomic for the smaller grower.<br />
Therefore, the provision of small packhouses ancillary to the main agricultural<br />
use of the holding is acceptable where they serve the holding on which they<br />
are based. The produce processed may also include fruit and vegetables<br />
grown on other local holdings. However, the majority of the produce<br />
processed must be grown in the parish or adjoining parishes with the<br />
remainder from the wider locality. The <strong>Council</strong> is prepared to consider the<br />
provision of small packhouses ancillary to the main use and providing such<br />
buildings are not used for storage and distribution.<br />
6.4.17. Schemes will be carefully considered to ensure that the design of buildings is<br />
appropriate to surroundings in terms of height, scale and detailing.<br />
POLICY ECON10 FARM SHOPS AND ROADSIDE STALLS<br />
Permission for roadside stalls or farm shops (in cases where planning<br />
permission is required), and related signage, will only be granted where:<br />
a) the range of goods to be sold is restricted principally to unprocessed<br />
foodstuffs, plants, and rural craft products, produced locally; and<br />
b) it is demonstrated that the proposal would not detrimentally affect<br />
the viability and vitality of a sequentially preferred retail operation.<br />
and<br />
c) the proposal, including any associated signing, complies with Policy<br />
GD2 (General Development Control).<br />
6.4.18. The sale of locally grown produce and plants from roadside sites is a long<br />
established practice in <strong>Wychavon</strong>, enabling growers to supplement their<br />
income and provide a useful service. Small craft products, from businesses<br />
established as part of agricultural diversification, are a newer potential feature<br />
