allowing development which is essential in that location, for example<br />
affordable housing to meet local needs (Policy COM4).<br />
2.2.12. Over the next 10 years the <strong>District</strong> has does not have to accommodate major<br />
limited new housing development and although there is a requiredment to<br />
provide new employment land. In looking to accommodate these requirements<br />
the <strong>Plan</strong>:<br />
• concentrates the majority of development in or adjacent to the three main<br />
towns;<br />
• maximises the use of previously developed land and the re-use of<br />
buildings in the towns and villages; and<br />
• seeks to distribute a proportion of new development to selected villages to<br />
assist rural regeneration. and<br />
• maximises the use of previously developed land in the towns and villages.<br />
Whilst a significant proportion of development requirements can be met using<br />
previously developed land, greenfield land is required to accommodate new<br />
employment and some housing development. Greenfield sites which form<br />
extensions to existing urban areas are considered most appropriate but<br />
additionally, in order to deliver rural regeneration objectives, small greenfield<br />
sites in appropriate villages are also included in this <strong>Plan</strong>. As the scale of<br />
greenfield development required in this <strong>Plan</strong> period is not great and in order to<br />
maximise the benefit of the new development, the <strong>Plan</strong> seeks to locate new<br />
greenfield development at one of the three main towns in the <strong>District</strong>. The<br />
basis of this need is the adopted Structure <strong>Plan</strong> figures at a base date of April<br />
1999. Interim monitoring indicates that the need to accommodate new<br />
housing on an urban greenfield site is reducing (see figure 3, <strong>Wychavon</strong><br />
Housing Requirements as at 1 st April 2001). For this reason, the urban<br />
greenfield land will only come forward if and when it is required - towards the<br />
end of the <strong>Plan</strong> period (see Policy SR2).<br />
Evesham is the settlement in the <strong>District</strong> which has developed a good range of<br />
employment, retail and community facilities in recent years and is considered<br />
best placed to accommodate the majority of the housing and employment<br />
requirements of this <strong>Plan</strong> period for a combination of the following reasons:<br />
? additional development would build on the success of the town;<br />
? development would be more likely to meet the needs of the <strong>District</strong> as<br />
oppose to that of the Birmingham conurbation;<br />
2.2.13. The <strong>Council</strong> estimates that the majority of its residual housing requirement can<br />
be met by utilising brownfield land in the three main towns. This strategy fully<br />
accords with CSP policies SD5, SD6, SD7, SD8 and SD9 which promote the<br />
use of brownfield land before urban extensions/Areas of Development<br />
Restraint (ADR) land; sustainable rural development; and town centres as foci<br />
for key users.<br />
• the town is able to accommodate the level of development required without<br />
detriment to its character;<br />
• the town is best able to accommodate the level of development required in<br />
terms of its social and physical infrastructure;<br />
• the town has sites which are well located to contribute to its regeneration<br />
needs, meeting local and regional objectives and supporting regional<br />
regeneration initiatives; and<br />
• development can be accommodated on largely self contained sites which<br />
would not prejudice future development objectives for the <strong>District</strong>.<br />
