allowing development which is essential in that location, for example
affordable housing to meet local needs (Policy COM4).
2.2.12. Over the next 10 years the District has does not have to accommodate major
limited new housing development and although there is a requiredment to
provide new employment land. In looking to accommodate these requirements
the Plan:
• concentrates the majority of development in or adjacent to the three main
towns;
• maximises the use of previously developed land and the re-use of
buildings in the towns and villages; and
• seeks to distribute a proportion of new development to selected villages to
assist rural regeneration. and
• maximises the use of previously developed land in the towns and villages.
Whilst a significant proportion of development requirements can be met using
previously developed land, greenfield land is required to accommodate new
employment and some housing development. Greenfield sites which form
extensions to existing urban areas are considered most appropriate but
additionally, in order to deliver rural regeneration objectives, small greenfield
sites in appropriate villages are also included in this Plan. As the scale of
greenfield development required in this Plan period is not great and in order to
maximise the benefit of the new development, the Plan seeks to locate new
greenfield development at one of the three main towns in the District. The
basis of this need is the adopted Structure Plan figures at a base date of April
1999. Interim monitoring indicates that the need to accommodate new
housing on an urban greenfield site is reducing (see figure 3, Wychavon
Housing Requirements as at 1 st April 2001). For this reason, the urban
greenfield land will only come forward if and when it is required - towards the
end of the Plan period (see Policy SR2).
Evesham is the settlement in the District which has developed a good range of
employment, retail and community facilities in recent years and is considered
best placed to accommodate the majority of the housing and employment
requirements of this Plan period for a combination of the following reasons:
? additional development would build on the success of the town;
? development would be more likely to meet the needs of the District as
oppose to that of the Birmingham conurbation;
2.2.13. The Council estimates that the majority of its residual housing requirement can
be met by utilising brownfield land in the three main towns. This strategy fully
accords with CSP policies SD5, SD6, SD7, SD8 and SD9 which promote the
use of brownfield land before urban extensions/Areas of Development
Restraint (ADR) land; sustainable rural development; and town centres as foci
for key users.
• the town is able to accommodate the level of development required without
detriment to its character;
• the town is best able to accommodate the level of development required in
terms of its social and physical infrastructure;
• the town has sites which are well located to contribute to its regeneration
needs, meeting local and regional objectives and supporting regional
regeneration initiatives; and
• development can be accommodated on largely self contained sites which
would not prejudice future development objectives for the District.
